Research On Government Support Of Shanghai Aviation Manufacturing Industry Development

Aviation manufacturing industry is an emerging strategic industry with the typical characteristics of high-tech industry and advanced manufacturing industry,which is an important symbol of national science and technology,economy,national defense strength and industrialization level.In addition to the technology center and economy center,Shanghai also plays the role as the main manufacturing base of China’s civil aircraft industry.Shanghai has participated in the three phases of the development of the civil aircraft industry in China---independent research and design,seeking international cooperation,and then returning to the self-development.In 2018,the Shanghai municipal government released the ‘Three-year Action Plan for the Construction of Shanghai Aviation Manufacturing Industry Chain(2018-2020)’,aiming to achieve a total output value of 50 billion RMB in aviation manufacturing by2020,and to make the aviation industry a new growth engine for Shanghai to enhance and upgrade the real economy.This is not only the demand of Shanghai to realize industrial transformation and upgrading of itself,but also the response of Shanghai to realize the aviation development strategy of the nation.The economic growth,urbanization construction,as well as the frequentinternational trade of China has increased the demand of aviation transportation in public service and personal consumption area,which brings great opportunities and creates good conditions for the development of aviation manufacturing industry in Shanghai.With the policies introduced and measures taken by the central government as well as the Shanghai government,the aviation manufacturing industry in Shanghai has achieved certain good results in terms of industrial scale and market cultivation.An industrial system based on key projects has been preliminarily established to drive the common development of the industrial chain.However,we should be soberly aware that industrial development is a long-term process.As an internationally competitive industry,our core areas of aviation manufacturing are still far from the international advanced level.The current Shanghai aviation manufacturing industry is still in the embryonic stage.Against the above background,the government support in the development of Shanghai aviation manufacturing industry is taken as the object of study in this paper,with the government function theory,new growth theory etc as the theoretical basis.By analyzing the development status of the aviation manufacturing industry in Shanghai,this paper investigates the following aspects: Firstly,it demonstrates the necessity and feasibility of developing the government support in aviation manufacturing industry.Secondly,it analyzes the specific contents,achievements and existing deficiencies of government support in the development of Shanghai aviation manufacturing industry from aspects of industrial planning guidance,industrial development element guarantees,industrial market cultivation as well as industrial supervision,and probes into the root causes of the problems.Thirdly,it concludes the shortcomings of government support in the development of the aviation manufacturing industry,sorts out the five major problems such as lack of long-term and targeted policies,low localization,unbalanced enterprise development,large talent gap,lack of supervision and then analyzes the cause.Fourthly,based on the prior analysis,this paper puts forward the optimization objectives,principles and specific optimization paths of government support in the development of aviation manufacturing industry in Shanghai: 1.Improve the aviation industry related policiesand legislation in planning and guiding the industry,establish regional industrial clusters and promote industrial integration;2.Provide financial support,technology innovation transformation measures and talent protection in the guarantee of industrial development factors;3.Take comprehensive measures in cultivating the domestic and abroad markets such as prioritizing the take-off and landing time of the airlines,taking advantage of foreign trade policies and increasing government procurement etc.;4.In the area of industrial supervision,improve the budgeting system and the review system for fund usage of key projects,enhance the airworthiness certification ability and strengthen the management ability for green production of relevant enterprises.
