Research On The Problems And Countermeasures Of Local Government Promoting The Transformation And Upgrading Of Manufacturing Industry Taking Tianning District Of Changzhou City As An Example

In recent years,taking advantage of the opportunity of national,provincial and municipal governments to vigorously develop the manufacturing industry,Tianning District of Changzhou City is committed to the quality and efficiency of manufacturing industry development,and has taken a series of positive measures,but it has not achieved the expected effect.The degree of enterprise catering is not high,and the effectiveness of manufacturing industry transformation and upgrading is not strong.This paper directly takes Tianning district as the analysis object,hoping to provide thinking and reference for Tianning district government to better serve the transformation and upgrading of manufacturing industry.Based on the research on the development of manufacturing industry in Tianning district and the promotion measures of Tianning district government,and guided by the role orientation of the dual attributes of "local" and "government" of local government and the theory of service-oriented government,this paper analyzes that there are insufficient organizational planning guidance,low effectiveness,lack of integration and single cooperation in promoting the transformation and upgrading of manufacturing industry by Tianning district government,Promote a series of problems such as the absence of process services and intervention offside.The study found that although these problems have common problems with Chinese local governments,they are more problems such as the self-management and intervention methods of Tinian district government.The problems stem from the local government’s failure to properly handle the relationship with the market and the government,the defects in the management mechanism,the ability to adapt to the new normal,and the weak awareness,This paper summarizes the relevant reasons from three aspects: local attribute,intergovernmental game and the lack of government and enterprise ideology.On this basis,by summarizing the excellent experience of promoting the transformation and upgrading of manufacturing industry in some regions of Guangdong and Zhejiang,it is found that supporting enterprises’ independent innovation,creating a healthy business environment,strengthening regional cooperation and developing non-governmental industry associations play an important role in promoting the transformation and upgrading of manufacturing industry in Tianning district.Finally,it puts forward improvement countermeasures from the aspects of improving the comprehensive efficiency of Tinian district government,optimizing the promotion mode and enhancing the applicability of policies,and suggests that Tinian district cultivate non-governmental industry associations to help solve the problems prone to government intervention.Tinian district government is a county-level local government.It is not only the agent of the superior government,but also the maker of manufacturing policies and the controller of resources within its jurisdiction.Only by accelerating the functional transformation and actively adapting to the new normal of industrial development and the new requirements of market mechanism,can local governments further optimize the effectiveness of behavior.
