Collaborative Research On Government Data Openness And Security Policy

With the advancing of big data era,data has become an equally important resource with energy and materials.Countries around the world have started to open up the data movement.Since 2009,developed countries have successively promulgated their own open data policies to promote the government's open data in all aspects,and achieve significant social benefits.This research divides the current open data policy in China based on its role in the entire open data policy group to build a policy system collaborative relationship model.It conducts a multifaceted and comprehensive analysis for existing open data policy group from the aspects of policy basic information,policy bodies,policy tools etc.The study is divided into six parts.The first: Introduction.Expound research questions,purpose and significance under the condition of research background.Additionally,Domestic and foreign current status of open data and policy coordination are regulated and summarized;The second part: Related concepts and basic theories.Sort out the relevant theories involved in this article,discusses the relationship and differences between information disclosure and data openness and organizes the research on national information security and individual privacy rights;The third and fourth parts: Construct and research the policy coordination system.Based on the Domestic and foreign research results of policy synergy,the policy coordination elements and analysis system have been applied to the study of open data policy synergy in China.Policy texts have been coded to obtain the historical evolution and overall status from policy tools,policy subjects,and policy relations etc.On the basis of research results,conduct a comparative analysis of policy synergy between the different policy levels(roots,stems,and branches)and the same level;The fifth part: Research results.Based on the above research,point out the problems of China's government data open policy and data security policy and give recommendations;The last part is concludes and outlook.
