Research On Regional Business Environment Evaluation Based On Public Opinions On Government Affairs

The optimization of the business environment is an important guarantee for deepening the reform in delegating powers,enhancing regulation and strengthening public services,and promoting high-quality economic development.Based on the concept of "promoting construction by evaluation",the scientific evaluation of the regional business environment is the basis and prerequisite for identifying the focus of business environment construction and optimization.The indicator system plays a central role in the evaluation and research of the business environment.Most of the existing evaluation studies are based on a macro perspective,relying on questionnaire surveys to construct a business environment evaluation indicator system and the evaluation indicators constructed pay insufficient attention to the differences in the business environment between different regions,focus on the efficiency of the government’s administrative approval,and do not comprehensively consider the diversity of business entities.In response to this situation,this paper introduces government service platform data to assist the establishment of a regional business environment evaluation indicator system.Presently,social governance including the construction and optimization of the business environment is moving towards digital and intelligent development.The 19 th CPC National Congress proposed to use big data to improve the level of intelligent social governance.The government is actively constructing government service platforms.As an important content of social governance,the optimization and construction of business environment’s platform feature has become more and more obvious.Various online government service platforms provide services involving all aspects of people’s production and life,including education,road transportation,medical care and etc.These online government service platforms provide a way for people to express their demands,opinions and the platforms generate massive government public opinion data,which objectively maps the regional business environment.These data can be used to track the dynamic changes of the regional business environment.This paper’s research result mainly include the following aspects:(1)Use the grounded analysis method to sort out the existing business environment evaluation theories and methods,compare the research perspectives,research focuses,supported data and deficiencies of the existing research results.Clarify this paper’s research direction of the combination of business environment evaluation and public opinion of government affairs and constructing a regional business environment evaluation indicator system based on public opinion of government affairs.(2)To provide objective data support for the research of the regional business environment evaluation,Collect data from the government service platforms of cities A and B,analyze the data structure and characteristics.The K-means clustering method is used for text clustering and a people’s livelihood hot topic measurement model model is constructed comprehensively considering the average similarity of vocabulary,topic appearance density and information gain.This model is used to calculate the hot topics of city A and city B’s data of government service platforms from two dimensions of time and region.Through hot topics,this paper mines public opinion information related to the business environment.People’s livelihood hot topic calculation makes the connection between government service platform data and business environment closer and focused,highlights the regional and dynamic characteristics of the business environment.As the connection point between public opinion of government affairs and business environment,it assists the establishment of indicator system and indicator measurement.(3)The government service platform has a similar level of logic to the indicator system to be built.Comprehensively considering the distribution balance and coverage of the channel to the proper authorities,the three-level channel to the proper authorities and hot topics in the government service platform data are choosed to be the connection point between the business environment and government public opinion,a set of evaluation indicators including 4 first-level indicators,15 second-level indicators and39 third-level indicators was constructed.The business environment evaluation indicator system and the indicator weights are determined based on the frequency of the indicator corresponding to the channel to the proper authorities appearance,hot topics and the hot vocabulary.The evaluation indicator system constructed in this article can be used to calculate and track the regional business environment.
