A Study On The Quality Control Of Government Purchasing Home Care Services From The Perspective Of Complex Networks

The government’s purchase of the home care mode is in the preliminary exploration stage,and the implementation of the policy is still far from the ideal goal.Problems such as imbalance between supply and demand,low institutional service quality,and low public satisfaction are prominent.How to prevent the government’s purchase of home care service quality risks and build a management and control system under the coordinated participation of multiple parties need to be prepared.First of all,this article draws on theoretical analysis,supplemented by telephone interviews and other forms to investigate the quality of home care services purchased by the government in Jiangsu Province.Through the analysis of the quality of home care services purchased by the Jiangsu Government,taking the government’s purchase of home care service chain as a carrier,we explore the influencing factors that affect the quality of government purchase of home care services,and uses an intuitionistic fuzzy binary linguistic model to measure the influence strength among factors.Based on this,a network model of factors affecting the quality of home care services purchased by the government is constructed,and the improved weighted LR algorithm is used for network analysis to identify key factors.Under this premise,a network game model for government purchase of home care service quality management and control based on network parameters and key influencing factors is established.Then we employ MATLAB to analyze the impact of changes in various parameters on the evolution of quality control.The results show that:(1)At present,the key factors affecting the quality of home care services purchased by the government in Jiangsu include: government supervision,financial support,and the proportion of professional care workers;(2)The willingness to cooperate among the local government departments,home care service providers,and the elderly influence each other;(3)Exerting the positive effects of behavioral consistency preferences,constructing an information linkage mechanism for the elderly,constructing an incentive compensation cost mechanism for improving quality,improving reputation compensation mechanisms,and increasing public participation and other measures will make contributions to improve the willingness of the local government,service provider and the elderly to control quality.
