Study On The Quality Of Home-Based Elderly Care Service Purchased By Y District Government Of Mianyang City

According to the 2020 Seventh Census Communiqué,the proportion of China’s elderly population in the total population is increasing,and the proportion of the elderly population in Mianyang is greater than the national average.The increase in the elderly population will inevitably lead to unprecedented challenges in the quantity and quality of elderly care services.but at present,the supply of elderly care services is not complete and the service quality is not high.In order to improve the quality level of home-based care services,District Y of Mianyang City will carry out the pilot work of the government-purchased home-based care service project in 2021.This pilot mainly delegates bidding rights to sub-districts(towns),with the purpose of cultivating local social organizations to provide more efficient and high-quality elderly care services in a way that people around them serve those around them.Based on the new public service theory,this paper conducts a questionnaire survey on the elderly over 60 years old who enjoy home-based care services in District Y,so as to understand the current quality of home-based care services purchased by the government in District Y and how to improve them in the future.The questionnaire is based on SERVQUAL service quality gap model,combined with the elderly care service content to build an elderly care service quality evaluation system and design 25 questions.Firstly,the reliability and validity of the questionnaire results are analyzed by SPSS software.Secondly,the quality score is calculated by using analytic hierarchy process.Through the analysis,it is found that the overall satisfaction of Y district government of Mianyang City in purchasing home-based elderly care services is still relatively high,however,it is difficult to meet the personalized needs of the elderly in the cleaning service;Medical assistance services are affected by professionalism and the service level is low;Affected by the epidemic situation in the past two years,the development of catering service is slow;The overall evaluation of bath and emergency services is good,but there is still much room for improvement.In this regard,according to the theory of welfare pluralism,we will conduct an in-depth investigation on the tripartite forces of departments,social groups and third-party quality assessment companies in the purchase of home-based elderly care services to analyze the root causes of the above phenomenon,and believe that the government needs to work from the following five perspectives to further improve the home-based elderly care services of Mianyang City Y District Government: first,establish and improve the relevant legal system,At the same time,we should increase policy publicity to let more people know the relevant provisions of home-based elderly care services;Second,demand-oriented,improve the supply of services,including refining the content and standards of the supply of elderly care services and innovating the supply mode of elderly care services;Third,identify the role of the government and strengthen the supervision function of the government;Fourth,encourage the participation of multiple subjects.On the one hand,increase the capital investment in elderly care services,on the other hand,strengthen the construction of elderly care service talent team.
