The Study On Economic Work And Historical Experience Of Lin Boqu In Yan’an Period

In Yan’an period,Lin Boqu’s economic work was the practice under the leadership of the Party.Carried out in accordance with the Marxist theory of "economic basis determines superstructure",and drawing on Lenin’s valuable experience in wartime communist economic theory and New Economic Policy Thought and combining with the Party’s economic work in the Soviet Area and the Long March period,it was the specific economic practices that are in line with our Party’s actual conditions as well as the actual production and living conditions in the Liberated Area.During Yan’an period,Lin Boqu’s economic work was aimed at improving the basic livelihood of the people in the Shaanxi-Gansu-Ningxia Border Region and ensuring military supplies.In the process of economic work,it always adhered to the Party’s leadership,self-reliance and self-sufficiency.It allowed for the general laws of economic development,the basic geographical environment of the Border Region,and the living habits of the local people as its economical principles.With its different goals and principles,Lin Boqu took corresponding measures in different stages.No matter the foreign aid was mainly used or was blocked,Lin Boqu,as chairman of the Shaanxi-Gansu-Ningxia border government,never gave up the economic self-sufficiency.During the foreign as the priority,agricultural production was vigorously carried out through cultivating and protecting the productive forces,which thus improved the living standard of local people.What’s more,through protecting productive forces and the improved production,the labor was guaranteed for economic development.After the Southern Anhui Incident,since the foreign aid was blocked,the Party met economical difficulties from 1941 to 1942.Although it increased the burden of the people,the Party overcame the difficulties by expanding production.With the Mass Production Movement in Yan’an,Lin Boqu put forward the theory,“production first with mass production movement”,focusing on the development of military production and private textile industry,and the economic development in the border region had also met great achievements.During the War of Liberation,Lin foresaw the the importance of development of production,the consolidation of the economy,the strengthening of the material strength of self-defense,and paid attention to the production of grain and cotton.At the same time,Lin began to gave weight to the production of arsenal.Although Lin Boqu’s economic work in Yan ’an period did not reach the expected financial goal,it had realized the economic self-sufficiency,improved the basic life of the people in the Border Region and ensured the military supplies of the front-line troops.Lin Boqu’s economic work in Yan ’an period has the unity of militancy and constructiveness,practicality and innovation,systematicness and pertinence,and experience transmission and policy continuity.It fully demonstrated the Party’s wisdom in economic work,which opened up a new practical path for the Communist economic construction,and also provided valuable experience for economic work in the future.In the process of building socialism with Chinese characteristics,we must adhere to the Party’s overall leadership with the systematic construction,must regard people as the center and adhere to reform and innovation,take root in practice and seek truth from facts.
