| The working style and handling ability of township civil servants are related to the efficiency of government service and are also the key factors that affect people’s satisfaction with government work.However,the stability of township civil servants is affected by the limited promotion space and low salary for a long time.Moreover,due to the complexity of grass-roots work,the current incentive policies fail to take into account the actual situation of various regions and towns,and the lack of incentives leads to the phenomenon of laziness and inaction of some civil servants.Moreover,due to the lack of targeted research on the incentive problem,the work enthusiasm of township civil servants is reduced,the loss of work responsibility,is not conducive to the implementation of public sector policies,so it is urgent to conduct in-depth research on the incentive problem of township civil servants and can not be ignored.By means of questionnaire survey and interview,this paper takes civil servants in Linwei District,Weinan City,Shaanxi Province as the main body of research.Starting from the incentive measures being implemented in the township and combining with the current incentive demands of civil servants,it carries out research on the incentive problem.It is found that the overall satisfaction of the township civil servants in Linwei District to the current incentive mechanism is above the average level,but it is generally believed that there is room for improvement,such as promotion and development,training,material reward,reward and punishment system,assessment and other aspects.The incentive demands are mainly focused on welfare benefits and recognition.Based on the Potter-Lawler comprehensive incentive model,this paper analyzes the problems existing in the current incentive mechanism of towns and townships by focusing on the symmetry between effort and performance,performance and reward,and reward and satisfaction,and analyzes the specific reasons behind the problems.In view of the research results,this paper,starting from three dimensions of institutional environment,management mode and innovation means,puts forward corresponding improvement measures,in order to provide valuable reference and support for optimizing the incentive mechanism of township civil servants in Linwei District of Weinan City.Through further to explore the incentive problems of villages and towns of civil servants,in this paper,how to attract talents,retain staff,and optimizing the township civil servant incentive system is analyzed,concluded that only when meet the basic requirements and ensure that existing civil servants incentive effect,on the basis of to further improve the organization efficiency and service level,and make the township civil service based on the nature of post,to serve the people. |
