| The issues on UK-EU negotiation including the process,items,potential influence,etc has become the focus,both at home and abroad,since the referendum in June 2016 to leave EU.Among them,how the UK would evaluate its power and position and act in the Globe is a vital question which receive the observation of the international community.Responding to the problem,the UK government put forward a word,Global Britain,immediately and applied it in the diplomatic practice as important principles.In March 2021,the UK government published the Global Britain in a competitive age:The Integrated Review of Security,Defence,Development and Foreign Policy,giving a comprehensive interpretation of Global Britain and making the strategy more complete.The thesis will focus on the questions of the strategy’s setting background,construction,practice and remarks,show the process how Global Britain developed from a simple idea to strategy and help us have a more overall understanding of Global Britain in the aspects of theory and practice.The thesis’s structure is organized with five parts.The first part interprets the background in which Global Britain begins,analyzing why the Conservative government regards Brexit as an opportunity to rethink and understand the UK’s foreign relations and international position.The uncertainties and political＆economic shocks brought by Brexit pushed the government put forward a new diplomatic strategy,leading UK back to stable growth path and refreshing its responsibility and commitment to the world.The second part studies how Global Britain developed from an simple idea to systematic strategy and shows the construction process,in which it mainly relies on documents and speeches delivered by the UK government and officials.The word of Global Britain reflects the Empire complex of the Conservatives with strong color of nationalism.Its primary construction is based on the championing of free trade and defencing for the international order based on freedom and rules,then it adds the concrete actions and approaches.The third part combs and concludes the diplomatic strategy’s aims,approaches and new cognition about the foreign relations based on the related context,interpreting the strategy’s inheriting for the UK’s diplomatic traditions and policies and breakthroughs and innovations in the new situations.Afterwards,the part deeply analyses the empirical and theoretical basis of the strategy’s prominent features including ’Global’,’Indo-Pacific tilt’,‘Diversified diplomacy’.The fourth part combs and observes the practice of Global Britain.In this part,it follows the new cognition and targets put forward by the strategy and shows its practice in the four aspects of adjustment of diplomacy capability＆foreign relations,defending the national security,restoring and protecting the international order and taking lead position in the global challenges.The fifth part is firstly focused on the effects brought by the Global Britain on UK,other countries and international structure.Then it combs and analyses the opinions and reviews containing government＆opposition party,think tank＆media and the public,showing the strategy’s understanding and acceptance in the home.At last,the chapter give Global Britain more objective remarks by analyzing its innovations and flaws further.Based on the context put forward up to now,the diplomatic strategy of Global Britain comes up with many ambitious targets covering sophisticated policies with clear and abundant expressions,which shows the UK’s commitment.However,it has come across many dilemmas in the practice due to the limited UK’s resources and the framework’s ambiguity.As a slogan,it strengthen consensus in a degree.However,after the comprehensive research,we could find it still a outdated integration of the Conservative values,lack of real innovations and breakthroughs. |
