Study On The Problem Of Regional Joint Village Governance ——Taking W Street,C District,J City,Shandong Province As An Example

At present,China’s traditional rural areas are in a critical period of transformation.The improvement of income level,the diffusion of democratic consciousness and the improvement of people’s legal consciousness are making great changes in the traditional rural society.The rural governance system needs to be reconstructed to effectively promote the reconstruction of rural governance system,improve rural social governance ability and realize the rebirth of rural society,It has very special significance both in theory and in reality.China has entered a new era,the trend of urban-rural integration is accelerating,and the integrated development of urban and rural areas has entered a new stage.It is imperative to narrow the gap between urban and rural areas,balance urban and rural development,coexist harmoniously between urban and rural areas,and reform the past urban-rural dual social system.In order to solve a series of problems faced by China’s grass-roots social governance at the present stage,w street,C District,J City,Shandong Province began the exploration of regional joint village governance in 2015 on the basis of fully considering the current situation of rural development.As an innovative measure to solve the problems of grass-roots social governance,regionalized joint village governance attempts to reconstruct an efficient and effective governance framework in order to promote grass-roots governance and realize the effective integration and full utilization of resources.This paper attempts to explore the relationship between rural grass-roots governance and regional governance and seek the path of improvement with the help of relevant theories such as collaborative governance theory.This paper is divided into six chapters.The first chapter explains the time background and realistic background of this study in detail,explains the theoretical and practical significance of this study,and defines the research methods and research contents;The second chapter explains the relevant concepts of social governance and explains the relevant governance theories;The third chapter introduces the background and guiding principles of W Street regionalized joint village co governance in C District of J City,Shandong Province,describes in detail the practical exploration of W Street regionalized joint village co governance,and shows the practical effect in the form of comparison before and after;The fourth chapter summarizes the practical problems existing in practice through the research on the regionalized joint village co governance model of W street,C District,J City,Shandong Province and the investigation of its practice,and analyzes the main problems existing in the regionalized joint village co governance from the aspects of joint but inconsistent,sense of identity,lack of talents and difficult integration of resources;The fifth chapter makes an in-depth analysis of the existing problems,and finds that the causes of the problems can be roughly divided into ideological,institutional and resource aspects;According to the existing problems and reasons,combined with relevant governance theories and advanced experience and practices at home and abroad,Chapter VI puts forward suggestions and targeted improvement measures to improve the regional joint village governance,and puts forward feasible suggestions for promoting rural grass-roots social governance,so as to try to improve the operation mode of regional joint village governance,With a view to the joint village governance model can go further and longer.
