Study On Village Level Social Governance In Lianshui County Of Jiangsu Province

Along with the deepening reform and opening up and the acceleration of the transformation of modern society,there have been profound changes in the social and economic components,the way of social life and the form of social organization in the rural areas.The farmers' employment position,life style and interest demand are increasingly diversified,the deep social contradictions have come to the surface.The basic-level social governance,especially the rural basic-level social governance is facing a lot of challenges.In order to cope with the new changes at home and abroad,the party and the government have made a major strategic deployment to strengthen and innovate the social governance.The eighteen plenary session of the party has repeatedly emphasized the basic level social governance is in the strategic position of the "small basic level and the big stage" in the national governance system,theoretical innovation and practical exploration of national governance system and social governance of the rural grass-roots need to be strengthened.Nowadays,under the background of "five in one" overall layout and the "four overall"strategic layout,social management has turned to social governance.This is not only a comprehensive transformation,but also a combination and integration of social governance mechanism innovation and social governance capability improvement,social governance in the basic level is undoubtedly an important content and key link in the transformation of social governance in the basic level.Based on the study of the village social governance in Lianshui County of Jiangsu Province and a large number of documentation,this paper applies the theories of public management,sociology and other related theories to collect and analyze relevant data.By expound the concept of social governance and related concepts,this paper investigates the current situation of village level social governance in Lianshui County,points out the prominent problems in Lianshui county social governance,and analyzes the deep-seated causes of the problems.By combining the relevant experience and practice of the village level social governance in other areas of Jiangsu province,the policy of social governance which is suitable for the present needs of the county is put forward.The paper selectively analysis the specific difficulties faced by Lianshui County in social governance,points out the underlying reasons behind these problems,and tries to propose corresponding solutions for specific problems.The paper finally arrival at the conclusion:optimizing the village governance pattern needs to start from three aspects:optimizing the environment and relations of village level social governance,improving the legalization level of village level social governance,and strengthening the innovation ability of village level social governance.This is the key to promote the basic level social governance at present.
