Research On The Issues Of Embedded Elderly Care Service In Harbin

Data from my country’s seventh census show that the country’s population aging has gradually deepened,and Harbin’s population aging has exceeded the national average.In this context,the pension issue has become one of the hot spots of people’s livelihood that cannot be ignored in Harbin.With the development of social economy,the existing family pension and institutional pension services can no longer meet the needs of the elderly in terms of service quality and type.Therefore,community-embedded elderly care services came into being.Community-embedded elderly care services are a new type of integrated elderly care services,which meet the differentiated elderly care needs of the elderly within the community.At present,the community-embedded elderly care service is widely promoted and practiced all over the country,and Harbin is also actively promoting it.In July 2016,Harbin established the first pilot project of "community-embedded elderly care service complex" in Heilongjiang Province-the "Elderly Care Home" in Jun’an Community,Songbei District,Harbin City and put it into operation.In the following five years,Harbin will gradually promote the development of community-embedded elderly care service institutions,continuously expand service coverage and improve service quality,and provide various types of elderly care services for the elderly.However,due to the imperfect government subsidy policy for medical facilities,the imperfect training system for institutional service personnel,the diversification of elderly care needs,and the constraints of traditional concepts of the elderly,community-embedded elderly care services still exist in some dilemmas.Based on the theory of hierarchy of needs,social embeddedness theory,meta-governance theory,and quasi-public product theory,by visiting areas with relatively well-developed community-embedded elderly care services in Harbin,using literature research methods,interview methods,questionnaire survey methods,and qualitative analysis Method and other research methods,conduct field research on the community-embedded elderly care stations in Guanjiang International Community,Daoli District,Hequ Community,and Xinhua District,Nangang District,Harbin City,and explain community embeddedness from five aspects:policy,resource,function,project,and publicity.The basic situation of the old-age care service,and use the survey data to analyze the problems existing in the service process,mainly including the insufficient supply of professional medical facilities,the lack of categories of spiritual care services,the low quality of service personnel in embedded institutions,and the willingness to demand embedded care services.Low four aspects of the problem.On the basis of combining the research data,this paper deeply analyzes the causes of the problems in the communityembedded elderly care services in Harbin,including the imperfect government subsidy policy for medical facilities,the diversified levels of elderly care needs,the imperfect training system for institutional service personnel,and the elderly Traditional concepts are bound by four aspects.In order to solve the problems existing in the community-embedded elderly care service in Harbin,we fully draw on the American PACE elderly care service,the British community care elderly care service,the Japanese community care elderly care service,the Dutch life apartment care service,the Beijing elderly care service station,and the Shanghai elderly care service.Based on the practical experience of Home,Chongqing Community Elderly Care Service Station,and Shijiazhuang City Community Care Center,the countermeasures for the development of community-embedded elderly care services are put forward,mainly including improving the supporting policies of community-embedded elderly care services,and expanding the main body of elderly care service providers.Cooperation,establish a supervision and feedback system for community embedded elderly care services,speed up the construction of professional teams of elderly care service personnel,and enrich the publicity forms of elderly care service projects,in order to provide reference for the development of community embedded elderly care services in Harbin.
