Civil servants exercise state administrative power and perform state duties according to law.Tax authorities collect all kinds of tax and Non-Tax Revenue and shoulder the important mission of "collecting money for the country and collecting taxes for the people".Grass-roots civil servants in tax authorities face a variety of taxpayers and payers,which is where the pressure is concentrated and there are many contradictions.In recent years,in the context of the reform of state institutions,the lower-level civil servants of tax authorities have undergone constant changes.In the face of a new environment and work content,the problems of the burnout period become apparent.This paper analyzes the phenomenon of the burnout of grassroots civil servants in tax authorities and the phenomenon of the burnout of the civil servants in W Municipal Tax Service.This paper mainly adopts questionnaire survey and interview survey.The research results reflect that,the civil servants in W Municipal Tax Service at the grass-roots level of job burnout degree,can damage the syntax performance inside is not physical and mental health,personal ability and influence and four negative impact of administrative efficiency.Based on the in-depth analysis of individual factors and organizational factors,the author points out that the main causes of job burnout of grass-roots civil servants in W Municipal Tax Service come from the following aspects:the pressure resistance ability of civil servants needs to be improved,it is difficult for the post to display personal ability,the incentive mechanism for grass-roots tax cadres is not perfect,and the work pressure of grass-roots civil servants is high.Based on the research,this paper combined with the experience of other tax authorities at home and abroad.It proposals that W Municipal Tax Service should guide the job burnout of civil servants from the perspective of individuals and organizationsfor.It should improve the ability of civil servants to resist pressure,enhance the degree of person post matching,build an active incentive mechanism and reduce the pressure of tax authorities at the grassroots level.Through the research,we hope to fundamentally alleviate the problem of job burnout,rekindle the enthusiasm of grass-roots civil servants in w City tax bureau,improve the quality of work,improve the administrative efficiency and level,and better serve the people.
