With the development of China's market economy and the deepening of administrative reform,the administration of industry and commerce(AIC in short)plays an important role in regulating the order of the socialist market and creating a favorable market environment.At the same time,the problem of job burnout of the grass-roots public servants has also appeared,which has affected their work enthusiasm and the role of the department.Learning from the domestic and international research,foreign scholars pay more attention to the problem of job burnout and less attention to microscopic analysis.The domestic academic research on the civil servants' job burnout is not sufficient,lacking research on the job burnout of AIC system.The AIC system is an important force for administrative law enforcement at all levels of government,the red shield of the Socialist Market Economy.The AIC system has large groups and important responsibilities.The situation of job burnout of AIC civil servants has its particularity.So we should understand the basic situation of civil servants' burnout in grassroots AIC departments,combine with the characteristics of grass-roots AIC sector,to make a suggestion.This research adopts the method of questionnaire and individual interview,measures the burnout of the grass-roots AIC servants from the three dimensions:emotional exhaustion,dehumanization and low personal accomplishment,taking Tancheng AIC as an Example.To the conclusion:the grass-roots administrative law enforcement departments of public servants showed moderate job buranout.Age,gender,marital status,education level,administrative level,job position,attitudes towards income rationality,adequacy of vocational training,employee competencies and promotion mechanisms have an effect on the degree of burnout.AIC system has just been decentralized from the provincial management of the vertical down to the local government management.The functions and administrative method of the AIC are changing.The reform of the business system is also making great strides forward.The AIC system is one of the government departments in recent years that has made the greatest change and has embraced the change.The distinctive features of the current AIC system:the unclear prospect of administrative law enforcement system and the transformation of AIC system exacerbated the complexity of the job burnout of public servants.In order to prevent and reduce the level of civil servants' job burnout in the grass-roots AIC system,this paper proposes that we should intervene from three levels:individual,organization and system.At the individual level,learning should be intensified to improve their ability;positive professional values should be established;interest should be cultivated to enrich themselves.At the organization level,vocational training attaching importance to knowledge updating should be strengthened;post exchange normalization mechanism should be established;reasonable assessment incentive mechanism should be established to mobilize the internal initiative.At the system level,the administrative law enforcement system should be clarified and reform as soon as possible;multi-measures to reduce the risk of administrative law enforcement;promoting the fairness and reasonability of the civil service wage mechanism with the publicity.
