Grassroots civil servants implement national policies and serve the people,which is the link between state organs and the people.The quality of the grass-roots civil servants is closely related to the administrative efficiency of the grass-roots government and the vital interests of the people.For a long time,due to the heavy work task,high work pressure,low salary and welfare,difficult promotion,poor working environment and other reasons,some grass-roots civil servants have experienced job burnout,which is manifested in physical and psychological fatigue,low sense of job achievement,lack of initiative in work,negative views on the value of work,etc.The job burnout of grass-roots civil servants not only affects their physical and mental health and personal development,but also has a negative impact on the administrative efficiency of grass-roots governments.It is an urgent requirement to improve regional economic development to study the job burnout of grass-roots civil servants and put forward scientific countermeasures and suggestions.In this thesis,MBI-GS scale is used to investigate the grassroots civil servants in H District of Linyi city.According to the analysis of the survey results,the degree of job burnout is at a moderate level.Combined with Herzberg’s two factor theory,by systematically combing the literature at home and abroad,using the methods of questionnaire survey,personnel interview and statistical analysis,this thesis analyzes and studies the job burnout of grass-roots civil servants in H District of Linyi City,explores the factors leading to the job burnout of grass-roots civil servants from the two aspects of health care factors and incentive factors,and puts forward countermeasures.The main health factors are high work pressure,unbalanced distribution and tense interpersonal relationship.The proposed coping strategies are to strengthen humanistic care,balance distribution and purify political ecology.The main incentive factors are imperfect competition mechanism,imperfect post setting,lack of reasonable career planning,lack of timely and positive evaluation.The proposed countermeasures are to improve the incentive system,set up posts reasonably,and improve the training mechanism.
