Study On China’s Grassroots Civil Servants Job Burnout

In recent years, the public servant has been a very popular occupation, we can appreciate its great charm from each civil service examination, for there are so many peoples attending the exam every single time that it looks like "The hordes of troops and horses lead only wooden bridge". However, if we lay aside its halo at first glance and look carefully into this career, we can see that there exists the same problem in this vocation, which is the job burnout problem sweeping around the whole world.As the main body of governing affairs of a ruling party, and as national public affairs expertise talents, their personal qualities, working ability, working efficiency and service attitude is not only related to the effective management on various social affairs and the government’s administrative efficiency and its impression left behind in the hearts of the people, but also related to the party’s ruling-capacity-building and long-term healthily development of our society as a whole. The grassroots civil servants, as an important part of this team, their political quality, their theoretical level, their operational capacity and their mental outlook pose a vital role to the stability and efficiency of the whole team. They tend to express more heavily extent of vocation burnout because of their long-term staying in the front line. And they have to burden more heavy task, more tedious work and more pressure than others.This article choose the grassroots public servants in Jiangsu Province as the research object, by selecting the grassroots public servants working in county (district), street, town and getting the first-hand data through a questionnaire, then we can get some description of the their status and degree of burnout through the analysis of the data. This article is divided into five chapters. Chapter I elaborates the contextual meaning of the topics and the Summary of the research, and gives a brief introduction of the structure and research methods of the paper; Chapter II gives a theoretical discussion on topics which defines the concept of occupational burnout, as well as the concept of basic level civil servants, and puts forward the proposition assumptions of the grass-roots civil servant occupation burnout; Chapter III is the survey design of grassroots civil servants Occupational Burnout; Chapter IV carries out the data analysis of the situation grass-roots civil servant occupation burnout; Chapter V analyzes the reason concerning grass-roots civil servant job burnout and comes up with the targeted interventions proposal.Through the analysis of the data, the author draws the conclusion that the basic level civil servants in our country ranks above the average level in two dimensions of emotional exhaustion and depersonalization; however they lower than average level in terms of personal ineffective; so the overall occupational burnout is comparatively serious. In terms of the relationship between occupational burnout and gender, male basic level civil servants tend to behave more apparently than female basic level civil servants; and in the relationship between job burnout and age this people, those whose age stays between36-40-year-old face the most serious situation; the correlation between job burnout and education degree is not very clear, because the highly educated public servants tend to face a slightly higher job burnout only than the lower educational ones; In terms of the relationship between the job burnout and job category, this burnout problem appears more serious among those who work directly for the masses in the grassroots than those who work in urban areas in the office; and in terms of the relationship between the job burnout degree of grassroots civil servants and their title (class of position), the correlation between basic civil servant occupational burnout and duty (class of position) tends to be negative, which is that the higher the title, the lower degree of job burnout.The civil servants working in the grassroots level are engaged in many of the specific implementation, and they play a very important role in the expression and exercise of public power, and they are responsible for the heavy burden of uniting the masses and serving the masses, however, the problem of job burnout leads to a direct deterioration of the service quality they provide the community, and their working attitude, work efficiency, as well as the overall image of the grassroots civil servants have been affected. Combining the data getting from the survey and the references, the author carries out a comprehensive analysis of the occupation burnout problem from both the macroµ level on several aspects including the continuing rapid changes in economic and social environment, the pressurized social system, the public servant system, the organizational culture and the individual factors of their own, and comes up with the targeted proposal for guarding against and solving the job burnout problem from different aspects concerning the individuals, the organizations, the society.
