The Problems And Suggestions Of The Application Of AI Technology In Community Governance In Shanghai

In 2018,Shanghai launched the AI application scenario plan.The Economic Information Technology Commission was the lead department responsible for related information consultation.The scenarios construction of "AI+community" which officially released the community’s "seven new things" application scenarios,declared by sub-district B was listed as the city’s pilot area.In April 2019,sub-district B was listed as one of pilot area in the first group of "Ai + community" artificial intelligence application scenarios in China(there are 12 pilot scenarios in China,and there are only 2 pilot areas for "Ai + community" project,and sub-district B is one of them).At present,although the "Ai + community" pilot project in sub-district B has achieved some phased results,it is still in the stage of exploration and implementation.At home and abroad,the research on community governance and artificial intelligence still leaves room for improvement.Firstly,there is still a lack of experience support from big data or large samples at the level of theoretical abstraction.Secondly,there is still little research on the application of artificial intelligence technology in the field of community governance innovation.The theoretical basis of existing research is relatively weak.Thirdly,from the existing research on practical cases of community governance innovation,there is a lack of necessary tracking digging and deep description for practical cases;insufficiency of description of the process of community governance innovation;lacking in-depth theoretical research.Finally,the existing research needs pay more attention to the recognition and satisfaction of community residents’ participation in community governance innovation.Therefore,this paper selects the national pilot project of "Ai + community" implemented by sub-district B of district C as the research object.By holding symposium,organizing individual interviews,etc.The author collected the opinions and suggestions of the comrades who is in charge of the relevant functional departments in district C;the persons who directly involved in the “AI +community”project in sub-district B;The persons in the relevant construction company;the workers in residential area L and the residents in the community,totally interviewed 29 people.At the same time,focusing on L community residents,the author carried out a questionnaire survey for “AI + community”construction satisfaction,and totally collect 212 valid questionnaires.Based on in-depth interviews and analysis of questionnaire results,using digital governance theory,new public service theory and principal-agent theory,the author summary the problems and difficulties in the application of artificial intelligence technology in community governance,analyze the reasons behind,and put forward improvement suggestions.The research found the mainly problems during in the construction of "Ai +community" is: Firstly,the grass-roots cadres in the application scene are not employed,the application scene does not work in practice,the residents of the application scene do not like to use it,more burden on the grass-roots unit but less empowerment is given,and the user experience is only "icing on the cake";Secondly,the project construction depending too much on the government,lacking of cooperation platform between government and enterprises,too less attention to the needs of enterprises,low degree of community autonomy,and multi subject cooperation need to be deepened;Thirdly,there are obstacles in the construction and management mechanism of "AI + Community",such as poor communication and coordination between departments,obstruction in data integration and application,and relative lack of resource guarantee mechanism;Fourthly,people are worried about privacy security,and there are deficiencies in government data confidentiality and security.The author further analyzes the reasons behind these problems from four aspects: governance concept,social atmosphere,system supply and team construction.In summary,the author puts forward the implementation path to optimize the construction of urban "AI + Community",by focusing on the four dimensions:developing application scenarios guided by community needs,building a new situation of benign interaction among multiple subjects,improving the supporting guarantee mechanism for the construction of "AI + Community" and strengthening data security protection,in order to establish an effective construction scheme of "AI+ Community".
