Research On Job-related Crimes In The Field Of Agriculture From The Perspective Of Rural Revitalization

Although China’s poverty alleviation work has made remarkable achievements,in the process of rural revitalization,due to the particularity of agriculture related fields,the problem of job-related crimes in agriculture related fields is still prominent.At present,the job-related crimes in the field of agriculture in China mainly have the following characteristics: the crime subject and charges are relatively concentrated,the phenomenon of joint crime is prominent,the form of funds involved is concentrated and the amount is small,the means of related job-related crimes are diversified,and the punishment of crimes is light.Because job-related crimes in the field of agriculture mainly occur at the grass-roots level and in cities dominated by agriculture,this applied topic selects City C of Hebei Province as an example to lay a foundation for the analysis of the causes and governance path of job-related crimes by analyzing the characteristics of job-related crimes in the field of agriculture in the city.From the perspective of rural revitalization,the formation factors of job-related crimes in the field of agriculture mainly include four aspects.First,from the perspective of economic management,the ideological and behavioral deviation caused by the transition of economic system and the confusion and poor implementation effect of financial management system are the economic factors that lead to job-related crimes in the field of agriculture.Second,from the perspective of system operation,the inadequate design and implementation of the prevention system and the lack of responsibility and legal awareness of some personnel are the institutional factors leading to job-related crimes in the field of agriculture.Third,from the perspective of supervision,the failure of all sectors of society to form a joint force of supervision and the failure of the masses to effectively exercise the power of supervision are the social factors leading to job-related crimes in the field of agriculture.Fourth,from the perspective of legislation and legal operation,imperfect legislation in the field of agriculture,and the effect of prevention and control is not obvious,which are the legal factors leading to quality crimes in the field of agriculture.To build an effective job-related crime prevention system in the field of agriculture,we need to start from four aspects.First,actively implement the Rural Revitalization Strategy.In key areas,we should implement the government’s co construction and sharing development mechanism and standardize the financial management of agriculture related funds.Second,strengthen policy publicity and the construction of grass-roots cadres.The key is to further carry out publicity on the rule of law related to agriculture,strengthen ideological and clean government education,further standardize personnel selection and management,and improve the cadre incentive mechanism.Third,improve the legal system to prevent job-related crimes in the field of agriculture.The focus should be on tightening the legal net,clarifying the application of the law,and strengthening the punishment of violations of the law.Fourth,build a comprehensive and effective supervision system.Focus on strengthening discipline inspection and supervision,improving the audit mechanism,strengthening people’s independent supervision,expanding news media supervision,broadening effective supervision channels,etc.
