Research On The Improvement Of Urban Volunteer Service In Old Revolutionary Base Areas

With the rapid development of voluntary service,its role has penetrated into public service,social management and other fields.The development level of voluntary service is related to the civilization level of a city.In the new era,volunteer service has received unprecedented attention,carry forward the spirit of dedication,promote its institutionalized development was written into the report of the 19 th National Congress of the Party.At the same time,the relevant theoretical research on voluntary service is also gradually enriched.This paper focuses on the study of voluntary service in the old revolutionary base areas,mainly considering that the old revolutionary base areas have a special status in China.It contributed a great deal of manpower,material and financial resources to the victory of the revolution and national construction.In terms of spirit,the old revolutionary base area has formed its unique spirit quality in these special periods,especially the selfless element contained in it has a unique guiding and promoting effect on the development of voluntary service.However,in recent years,there are few studies on the volunteer service in the old revolutionary base areas,and there is basically no research on integrating the spirit of selfless dedication into volunteer service in the old revolutionary base areas.Yimeng spirit is the spiritual wealth condensed and formed in the revolutionary war period of Yimeng area.With the development of the Times,the connotation of Yimeng spirit has been changing all the time,but selfless dedication is always its important connotation.Linyi city is an important place where the spirit of Yimeng originates.It is typical to take the investigation of Linyi city as an example to study the improvement of volunteer service in old revolutionary base areas.Cities in the old revolutionary base areas have their own natural and unique advantages in carrying out voluntary service.However,by case analysis and in-depth interview,the author investigated and studied the voluntary service in Linyi city,and found that the actual effect of voluntary service in Linyi city was not particularly ideal,and there were problems and deficiencies to some extent.Problems such as insufficient integration of Yimeng spirit and voluntary service work,unsmooth management of voluntary service work,content and quality of service to be improved,absence of incentive and guarantee mechanism of voluntary service evaluation restrict the development of voluntary service.The author finds that the above problems are caused by the insufficient top-level design of volunteer service,the coordination mechanism of voluntary service work is not sound,the lack of professional talents in volunteer service and the restriction of local economic and social development level.Therefore,this paper proposes to promote the spirit of Yimeng and the concept of voluntary service,improve and perfect the coordination mechanism of voluntary service,innovate the content and way of voluntary service,cultivate specialized talents of voluntary service,and improve the incentive and guarantee mechanism of voluntary service to improve the voluntary service in Linyi city.To sum up,promoting the development of voluntary services has important practical significance for improving social governance and urban civilization,and is an important content of urban spiritual civilization construction in the old revolutionary base areas.It is the requirement of the new era and the inevitability of social development to integrate the revolutionary spirit of the old revolutionary base areas into the volunteer service of the new era and constantly improve the volunteer service of the old revolutionary base areas.The author takes the investigation and analysis of Linyi city as an example in order to provide some references for the improvement of volunteer service in old revolutionary base areas.
