Gansu Revolutionary Base Areas In The Supply Of Basic Public Services Path Optimization Research Under The Background Of The Revitalization Of Several Old

With the economic and social development,the people for education,health,social security and other basic public service demand has entered a period of rapid growth,which makes the difference between urban and rural areas,between different regions,as well as insufficient investment significantly restrict the development of the basic public services seriously.Compared with other regions and cities,the basic publicservices supplyin in revolutionary base areas of Gansu in addition to the general sense of the investment significantly and low level of the overall supply of common features,more worthy of our attention is that this area because the government finance ability is weak,the equalization of public services level within the region is relatively low.The supply of public services in this region not only in total to meet the growing needs of people,at the same time,the low degree of equalization has become key factors leads to the decline of local government public service satisfaction.Consider with the current policy context,through the promotion of basic public services and the equalization standard to improve people's well-being and satisfaction of the government,not only beneficial to the regional economic and social sustainable development,but also has great practical significance to reduce social conflict,strengthening local government cohesion and control.In this paper,based on a large number of statistical data,com'bine with integrated use of literature analysis and survey method,as well as economics and public finance knowledge,analyse the current status of public service supply in Gansu revolutionary base area and its predicament.Introduce some successful experience from other revolutionary base areas,from the point of view of government ability promotion,effectively promote the equalization of basic public services in this area.Firstly,through combing literature explains the relevance of local government fiscal capacity and public service equalization,defines the core concepts;secondly,combined with a large number of statistical data analysis of the current status of Gansu revolutionary base areas in the supply of basic public services and the existing problems;once again introduces other revolutionary base areas practice to promote equalization of public services;on this basis,finally put forward some policy recommendations,contribute to the research and practice of related field.
