Research On The Cultivation Of Cadres In The Revolutionary Base Areas Of Hubei,Henan And Anhui

"After the political line is determined,cadres are the decisive factor.".During the establishment and development of the revolutionary base in Hubei,Henan,and Anhui,the cadre group played an irreplaceable role,and the training of cadres was a prerequisite for cadres to play their role.Using relevant information,this article examines the initial sources of revolutionary base cadres in Hubei,Henan,and Anhui,the main problems in the establishment and development process of the base areas in the cultivation of cadres,as well as the measures taken by the base areas to cultivate cadres and their effectiveness.This article first discusses the initial sources of cadres in the revolutionary base areas of Hubei,Henan,and Anhui.Its initial sources are mainly from three aspects:First,at the beginning of the founding of the Party,the Party and Youth League organizations in Hubei,Henan,and Anhui regions absorbed a large number of advanced intellectuals and trained the early backbone of the Party in Hubei,Henan,and Anhui regions through measures such as establishing schools,setting up Marxist theory research conferences,and developing socialist youth league organizations.During the Great Revolution,the Party and League organizations in Hubei,Henan,and Anhui continued to strengthen the training of cadres.It is mainly to use the holidays to send young cadres back to their hometown to promote revolutionary ideas,and to use the work of the agricultural movement to cultivate a group of local workers and farmers cadres with revolutionary ideas.The third is that the Party organization consciously and purposefully selects key elements to study in formal training institutions such as peasant movement workshops and military schools.Most of the trainees who passed the training became the leading cadres during the later Agrarian Revolutionary War,and some of them were also sent to the revolutionary base areas of Hubei,Henan,and Anhui to lead the revolutionary struggle.Secondly,the article discusses the main problems existing in the establishment and development of the cadre team in the revolutionary base areas of Hubei,Henan,and Anhui.First,due to the "purge within a political party" and massacre by the Kuomintang reactionaries,as well as the establishment and rapid development of the base areas,there have been problems in the number and structure of cadres in the base areas,mainly manifested in the lack of professional types of cadres such as leading cadres and agricultural movement cadres;The contradiction between intellectual cadres and workers and peasants cadres,as well as the contradiction between local cadres and foreign cadres.Second,due to Li Lisan’s erroneous leadership of "Left" leaning and blind activism,he unilaterally selected a large number of workers and peasants cadres,and did not conduct systematic education and training on them,leading to ideological problems among some cadres in the base areas,mainly manifested in bad ideas such as hirelism,subjectivism,blind activism,and localism;There are some problems in the education and training of cadres,such as the failure to establish a party branch and the lack of educational materials for cadres.Third,in the development process of the revolutionary base areas in Hubei,Henan,and Anhui,there are problems in the selection and punishment of cadres,mainly manifested in the phenomenon of excessive recruitment and fake democracy in the selection of cadres,and the punishment of cadres is too mechanically implemented to achieve the purpose of cultivating cadres.Thridly,the article discusses the main measures for cultivating cadres in the revolutionary base areas of Hubei,Henan,and Anhui.One is to strengthen the ideological and political education of cadres,mainly through establishing and improving the life of the branch and using newspapers to publish learning materials,in order to strengthen the ideological and political education of cadres.The second is to strengthen the education and training of cadres,mainly through short-term training to improve the number of cadres,while through professional training to improve the quality of cadres,and thereby improve the structure of the cadre team.The third is to improve the methods of selecting and punishing cadres,mainly by selecting those who obey the Party’s discipline and eliminate those who do not meet the requirements of the revolution from the revolutionary ranks.Punishment is mainly based on education and training,in order to improve the methods of selecting and punishing cadres.Finally,the article discusses the achievements and experiences of cadre training in the revolutionary base areas of Hubei,Henan,and Anhui.The main achievements are as follows: it has not only expanded the ranks of cadres,but also improved the quality of cadres,while promoting the construction of base areas.The reason why such achievements have been achieved is that the revolutionary bases in Hubei,Henan,and Anhui have always placed the ideological and political education of cadres at the top of their cultivation process,and have combined short-term and long-term training of cadres,discipline construction,and style construction.These experiences can provide useful reference for the cultivation of cadres today.
