Research On The Improving Path Of Comprehensive Administrative Law Enforcement Reform Of Transportation In Yancheng

As the aorta that maintains the development of the country,transportation plays a vital role in the healthy growth of our country’s economy and the sustained stability of the society.The current mode of law enforcement of transportation is affected by the planned economy system traditional ideas,many problems exist,departments as the highway administration,the road transportation administration,the channel administration,the port administration and the traffic engineering quality supervision administration,exist obvious "departmental and regional barriers" characteristic,at the same time,under the background of "decentralized" enforcement system,the law enforcement mechanism chaos,the status of the law enforcement team bloated and inefficient,and these factors will directly lead to the existing law enforcement mode cannot adapt to and better serve the rapid development of market economy,the lack of transportation management and service capacity has also become a stumbling block to the healthy development of modern transportation industry.These series of problems have become the focus of the transportation industry.In 2003,the Ministry of Transport of our country began to carry out comprehensive administrative law enforcement reform of transportation in several nationwide pilot provinces and cities,explore ways to solve the above problems,the reform models in these regions were diverse from each other,and the results had their own advantages and disadvantages.In 2015,Yancheng was listed as the first national-level pilot reform city in Jiangsu Province,the comprehensive administrative law enforcement reform of transportation officially kicked off.However,Yancheng City still has many problems and difficulties in the process of practical reform in nearly five years of reform,such as the basis,process,means,guarantee and law-executors’ comprehensive accomplishment of law enforcement.To a large extent,it has restricted the smooth development of comprehensive administrative law enforcement in Yancheng transportation,waiting to be solved.Based on the above backgrounds,this article combines case studies,literature studies,comparative studies,and questionnaire surveys to local transportation comprehensive administrative law enforcement personnel and administrative law enforcement counterparts,taking institutional functions,law enforcement mechanisms,personnel management,and policy guarantees as the breakthrough points,take a qualitative and quantitative analysis of the current situation and problems of the comprehensive administrative law enforcement reform of transportation in Yancheng to clarify the characteristics and shortcomings of the reform,and strive to find relevant ways to further improve the path of comprehensive administrative law enforcement reform of transportation in Yancheng,consolidate the effectiveness of the reform,improve the efficiency of the law enforcement,and also provides reference and reference for the practice comprehensive administrative law enforcement reform in other regions.This article mainly conducts research from the following six chapters.The introduction chapter briefly introduces the background,significance,content and methods of the research,and consults and reviews domestic and foreign literature related to the research of this article.The first chapter deals with administrative law enforcement,relatively centralized administrative punishment power,transportation comprehensive administrative law enforcement and other concepts are defined,elaborates the theory of government process reengineering and service-oriented government are explained,and the theoretical foundation of the research is laid.The second chapter focuses on the actual situation of the comprehensive administrative law enforcement reform of transportation in Yancheng,and discusses in detail from the four aspects of administrative law enforcement reform traceability,development history,main content and reform effectiveness,so as to comprehensively and systematic understand the comprehensive administrative law enforcement reform practice of Yancheng transportation.The third chapter bases on the questionnaire survey,sorts out the dilemmas of the comprehensive administrative law enforcement reform of transportation in Yancheng,and analyzes the reasons for the existing dilemmas.The fourth Chapter introduces the main practices of the comprehensive administrative law enforcement reform of transportation in the pilot provinces and cities such as Chongqing,Guangdong,Henan,summarize the reform experience and enlightenment.The fifth chapter focuses on the difficulties and causes summarized in the previous article,combined with the experience of the pilot provinces and cities,sums up the improving path of the comprehensive administrative law enforcement reform in Yancheng city,mainly including: improving administrative law enforcement laws and regulations,scientifically optimizing the establishment of administrative law enforcement agencies,improving administrative law enforcement guarantee mechanisms,strengthening the construction of administrative law enforcement teams,promoting the construction of comprehensive administrative law enforcement informatization in transportation,and strengthening the supervision of comprehensive administrative law enforcement in transportation.
