Research On The Basic-level Government Statistical Survey In Fengze District

The basic characteristics of statistical data are truthfulness,accuracy,completeness and timeliness.In recent years,there has been an increasing concern for statistical data.The public has questioned the inadequacy of the statistical system,the unreasonable design of statistical indicators,the unscientific methods of statistical surveys as well as the falsification of statistical data.Improving the quality of statistical data is a goal pursued continuously by government statistical departments at all levels.County-level statistical departments are the grassroots departments in government statistical surveys and the source of data collection.With the advancement of digital construction work,the working methods of county-level statistical departments have made significant progress.The professionalism of the staff is improving,while statistical survey methods have become professional.However,it is undeniable that the grass-roots statistical departments still have many flaws in the statistical surveys.This paper takes the statistical survey of Fengze District Bureau of Statistics as the research object,and uses the research methods of literature analysis,comparative analysis and field investigation to sort out and analyze the problems in the five stages of statistical survey: statistical design,data collection,data review and aggregation,data analysis and release and law enforcement supervision,and uses Smith’s policy implementation model to analyze the causes of the problems from the four elements affecting the statistical survey,and then puts forward suggestions for improving the basic-level statistical survey.It is found that the causes of the basic-level statistical survey are mainly the inadequate construction of statistical survey agencies and survey teams,the poor cooperation of statistical survey subjects,the insufficient design of the statistical survey system,the lagging update of statistical hardware and software platforms,and the objective influence of the social and humanistic environment.On this basis,this paper puts forward suggestions for optimizing the basic-level statistical survey.The first is to optimize the statistical survey team,effectively improve the professionalism of the personnel of statistical bureaus and investigators,and explore new forms of organization and implementation of statistical surveys;the second is to improve the cooperation of survey respondents,strengthen the management of statistical personnel in survey units,further enhance the legal status of statistical surveys,and establish the social trust in statistical surveys.The last is to focus on the construction of statistical survey system and platform,optimize the existing statistical survey system and program,break the information barriers in statistical survey,and improve the statistical reporting platform system.
