Research On Implementation Dilemma And Countermeasures Of Burden Reduction Policy Nuder Smith Model

In China’s governance system,reducing burdens at the grass-roots level is an important governance issue,which not only attracts high attention from the central government,but also meets the general expectations of cadres at the grass-roots level.The original intention of the central government to reduce the burden on grass-roots staff is to get them out of the society,improve their work efficiency,reduce vanity projects,formalism and reduce unimportant matters.In this case,the grassroots Party committee and government of Y District of N City were issued with questionnaires and conducted in-depth interviews with department heads and subordinates,so as to comprehensively understand the actual situation of the grassroots government units in Y District of N City in the process of promoting the work of "grass-roots burden reduction year".According to the investigation,Y District,N City,the basic party committee and government formulated the division of labor plan for reducing the burden at the grass-roots level after the central government issued a document asking the work of reducing the burden at the grass-roots level,and after this,it also gained certain results.However,the work at the grass-roots level is complicated,but in the actual work,the number of documents appears on the surface to simplify the transmission of instructions,is to put forward higher requirements in the limited policy requirements,in order to expand the coverage of the target,into a burden reduction dilemma.
