As the first element of economic development,transportation industry has provided enormous support for China’s national economic construction.Today construction and management are both important to transportation industry,the development of the industry depends on whether the law enforcement agency of transportation is able to guarantee the healthy operation of the transportation market.Now many selective law enforcement behaviors exist in the daily law enforcement activities of law enforcement officers,which brings challenge to the law enforcement work of transportation.Therefore,research on the selective law enforcement behaviors of law enforcement personnel of the transportation industry is necessary.This article focuses on the law enforcement personnel of transportation in Quanzhou city,conducts deep research and analysis to the selective law enforcement behaviors of law enforcement personnel of transportation in Quanzhou based on the theories of street-level bureaucracy,discretion in administration and public choice using participatory observation and interview to discover that selective law enforcement behavior is not only impacted by the subjective feelings of law enforcement personnel,but also limited by some exterior factors like law enforcement agency,law enforcement object or outside environment.Selective law enforcement behavior brings negative influence on the government and society and poses potential threat to public interest.Thus,the government should optimize resource deployment,enhance the professional competence of law enforcement personnel,establish an effective supervisory system and develop laws and rules to regulate the law enforcement activity of law enforcement personnel.
