| Like the retired cadres,the army is the same as the retirement cadres.It is a valuable wealth of the party and the people.In various historical periods of the Chinese revolution and construction,it has played an extremely important role in the historical period.It has set up an indelible merit.To provide them with good pension conditions,let them support the year,it is an unshirkable responsibility of the local government.On April 16,2018,my country established the Ministry of Retired Military Affairs,which is the management agency of the exclusive service retired soldiers.The military itself is the professional occupation of society.The purpose of forming the department is to protect the legitimate rights and interests of military people,and simultaneously play an important role and significance for stabilizing the military,consolidating national defense.Previously,Kunming Military Service Management Work has achieved a certain result,and the army retired cadres’ thoughts are stable,political treatment,and life treatment are effectively implemented.With the development and change of social development,the demand for material cultural life in military cadres has also changed.The problems of military service management have gradually highlighted,and the original military service management is no longer adapted to the demand for military cadres in the new era.This paper uses literature research method and empirical analysis method,first of all,Kunming Military Rest Center military rest service management status are introduced,followed by Kunming Military Rest Center military rest service management problems and their causes are analyzed,and finally for the existing problems put forward relevant countermeasures.This paper focuses on the analysis of the existing problems in the management of military rest Service in Kunming,that is,the obvious phenomenon of emphasizing management over service,the insufficient construction of military Rest Center,the mismatch between supply and demand,the lagging construction of working team,and the irregular use of funds.The reasons for the above problems are serious official standard thought,low participation of social forces,insufficient understanding of the importance of service management,imperfect personnel reward and punishment mechanism,and unreasonable resource allocation.In view of the above problems,this paper puts forward the following countermeasures: first,strengthen the understanding of the importance of service management of retired cadres.Second,scientifically integrate and allocate the service and management resources of retired cadres.Third,innovate the service management mode of retired cadres.Fourth,we should improve the construction of service and management institutions for retired cadres.Fifth,we should improve the construction of service and management personnel for retired cadres. |
