Military retired cadres have made important contributions to our national defense and army construction as well as socialist modernization,it is our Party's consistent policy to care for military retired cadres and care for them,Military Retired Service Management plays an important role in our Party's retirement work.Since the new period and new stage,the reform of the army housing system is advancing in depth,the way of transferring retired military cadres to local areas has changed from traditional centralized placement to decentralized placement,the old military retirement service function and the relatively backward military retirement management mode are already very difficult to be competent for the current work to a certain extent,the Military Retirement Service Management is facing many new situations and problems.Therefore,while digging deeply into the problems existing in the service functions of military retirement centers,how to find a new way to adapt to the market economic system of the new era and to match social progress,and new countermeasures to optimize the performance of military retirement service functions,the ultimate goal of providing precise,perfect,diversified and personalized service for retired military cadres has become an important issue to be discussed urgently.By using the methods of questionnaire and interview,this paper deeply explores the satisfaction and diversified needs of military retired cadres for retired military service management functions;and uses case study method and empirical research method to select the performance of the service functions of Dalian A Military Retired Cadres Management Center as a case to demonstrate.Through the study,it is found that there are some problems in performing the service functions of A Military Retired Cadres Management Center,such as lack of active service consciousness,fixed service form and single service content,lack of professionals,low level of service specialization of staff,unclear responsibility orientation of some departments,and problems such as inadequate use of welfare funds for retired military cadres.Through the application of the concept of "service rather than steering" in public service theory,in the study,the author found that the long-term "official-based" thought of A Military Retired Cadres Management Center led to the phenomenon of "emphasizing management and neglecting service",long-term closed and conservative plan management mode weakens the service ability of Military Retired Cadres Management Center;lack of long-term planning for the establishment of professional talent team,and the lack of relevant professional posts,makes the whole staff professional degree low;under the guidance of stakeholder theory,the author finds that there are conflicts of interest among different stakeholders in A Military Retired Cadres Management Center,it is reflected in the lack of effective incentives in personnel management system and effective supervision and restraint mechanism in service work.These factors have caused many adverse effects on improving the quality of Retired Military Service in an all-round way.On the basis of comprehensive consideration of the above problems,this paper proposes to establish and implement the concept of promoting development by service,overall coordination and classified guidance,introducing social resources and establishing and perfecting service guarantee network,further promoting the socialized reform of Retired Military Service,establishment of professional personnel team,deepening the reform of internal management system of Military Retired Cadres Management Center in an all-round way and establishing an effective reward and punishment mechanism,strengthen supervision and accountability and other countermeasures to optimize the performance of the service functions of military rest centers and improve the service quality of Military Retired Cadres Management Center.
