China's military retirement service management organization started in the 1970s to 1980s.So far,most of the domestic military retirement service and management has been carried out the traditional security model.The research on service and management of military retirement socialization is also in the exploratory stage.The construction and management of China's military retirement service and management system is lack of scientific and systematic guide because of the relative lag of theory research.In a sense,the military retirement service and management will be a new topic.In general,military retired veteran cadres are in the aging group.It is also a special age group enjoying high social security services.The service and management of military retired veteran cadres is the most important task in the service and management center of military retired veteran cadres.Therefore,it is urgent to serve and manage the later life of military retired veteran cadres and provide guarantees to them.This thesis selects the Military Retired Veteran Cadres Service and Management Center of Dalian City as research object.The Military Retired Veteran Cadres Service and Management Center of Dalian City was founded in the 1980s.There ' re ten service and management centers in the city now and each prefecture-level city also has its service and management center,which provides service and management to more than ten thousands of military retired veteran cadres.As the people's growing material and cultural needs continue to increase,the mission of military retirement service and management becomes more difficult.The current service management regulations and policies have lagged far behind the needs of the times and have been unable to adapt to the current social environment.As a result,there ' re some misplaced phenomena on service and management of military retired veteran cadres.In the management process,the hysteretic nature of long-term policies has been found by the Military Retired Veteran Cadres Service and Management Center of Dalian City,and trying to improve it.The purpose of this research is to find the existing problems in military retirement service and management,and proposes targeted solutions and countermeasures.Thus to guide the service and management work of military retired veteran cadres in future.With the increase in the importance attached by the Party Central Committee,the State Council,and the Central Military Commission to the service management of military retired cadres.In this context,this thesis focuses on the investigation and research on the status quo of Dalian military retired cadre service management.Through questionnaires and interviews,with a view to discovering the universality of the service management of retired cadres in Dalian.After research,it is found that the following outstanding problems exist:the service management system is not perfect,There is a lack of service management center functions,Staff members have insufficient understanding of the importance of military retired center service management,Service management lacks corresponding innovation and guidance.There is a serious shortage of talents in the military retired center.Based on an in-depth analysis of these issues,this thesis proposes targeted improvements.Including:Improve the system of military retired service management,Identify the departmental functions of the Service Management Center,Make full use of social resources to enhance the influence of military retired center service management,Strengthen the management of staff and the management of the use of special funds,so as to continuously improve the importance of military retired cadre service management.Establish a sound talent training and selection mechanism.Due to the large scope of the investigation and analysis,therefore,this thesis takes the nearly 900 military retired cadres of Dalian A Service Management Center as the main investigation object.The questionnaire has certain limitations.But it also found a breakthrough point for the improvement of the service management work of the military retired center.Can be continuously reformed through the application in practice,Thus forming a set of effective management methods and systems.
