Cracks And Integration:Practice Dilemma And Mitigation Path Of Technical Governance

The modernization of national governance has put forward higher requirements for the modernization of government governance,and technology governance has become an important dimension to promote the modernization of government governance.The Fourth Plenary Session of the 19th CPC Central Committee included "science and technology support" into the social governance system for the first time,highlighting the distinctive orientation of using modern technology to promote the modernization of governance system and governance capacity,and also indicating the direction for government governance reform.The report of the 20th Party Congress also further emphasizes the need to accelerate the construction of a strong network and digital China.In this context,the advantages of digital information technology are gradually highlighted.On the one hand,modern technology,as a sharp tool,can promote the government to optimize organizational processes and innovate public services to improve service quality.On the other hand,the defects of technology itself or the mismatch between technology and organization can lead to governance concerns such as information security,disorder of responsibility and lack of value.Technology does not work in one direction in government governance,but in the process of progress and upgrading,it drives government change and reshapes government governance structure and model,and the government chooses the appropriate technology to integrate with it in the process of self-change.Technological change is an important force driving the innovation and paradigm shift of government governance.The innovation of technology and the change of governance are two clues for the renewal of the connotation and innovation of technology governance,which are parallel but intertwined to promote the effectiveness of government governance.Based on this,this paper starts from the dual perspectives of technological progress and government governance,and on the basis of clarifying the logic of interaction between technological progress and government governance,takes health code as a practical form of technological governance,a miniaturized model of digital information technology embedded in government governance,such as big data,QR code and algorithmic processing.Using health code as a small cut,we analyze the birth path,function play and operation logic of health code,and explore the practical dilemma of technology governance supported by modern digital information technology,which involves three aspects: technical dilemma,responsibility dilemma and value dilemma.We reflect on the dilemmas of technology governance and propose paths to resolve the dilemmas in terms of establishing a pluralistic and cooperative technology governance framework,constructing a mechanism for regulating the responsibility of technology governance,promoting technology optimization and upgrading,strengthening personal information security,bridging the technology divide,improving the governance system of technology for good,and reasonably defining the ethical boundaries of technology governance,so as to promote technology to better serve government governance and better To realize the standardized operation of technology governance.
