Study On Problems And Countermeasures Of County-level Government Implementing Preferential Policies For Small And Medium-sized Enterprises

The characteristics of small and medium-sized enterprises in terms of their “strong and weak position”show that their developmental process must be supported and guided by the government.The more common means of support and guidance is to increase the formulation and implementation of preferential policies to provide various services for these enterprises.In the process of promoting high-quality development,how county governments formulate more accurate and effective preferential policies for small and medium-sized enterprises and further strengthen the implementation of preferential policies for small and medium-sized enterprises is not only highly valued and closely followed by the government,but also entered the research field of experts and scholars.This study will help to improve the effect of the implementation of preferential policies for small and medium-sized enterprises by county governments and promote the high-quality development of small and medium-sized enterprises in the new era.Based on the literature review,this paper combs the background and the significance of the topic.It looks at shared research reviews both home and abroad,in order to provide relevant theory and reference information for the research on the implementation of preferential policies for small and medium-sized enterprises by county-level government.Taking Gaoyou City of Jiangsu Province as an example,this paper conducted both questionnaire and interview surveys on the two types of objects in focus,namely: the person in charge of enterprises and the policy executor.The study deeply analyzed 87 reports issued from the state to the local government in recent years as well.According to the implementation of preferential policies for small and medium-sized enterprises,the following problems were found at the county-level government: ambiguity of the main body of implementation,presence of factors that hinder smooth implementation process,inadequate robustness of the implementation method,and sub-par effectiveness of implementation of policies.According to the investigation and analysis,the main reasons for the ineffective implementation of preferential policies are the lack of scientific reasoning in policy making,the lack of initiative in enterprise application,the lag in administrative efficiency,and the absence of government related affairs.Healthy and orderly development of small and medium-sized enterprises needs government preferential policy guidance,as well as support.The government at the county level is one of the most important aspects of the implementation of preferential policies for small and medium-sized enterprises,and therefore it is essential to incorporate government enforcement mechanisms,guidelines on how to apply policies and improvement of government affairs relations in the planning and formulation of preferential policies to further optimize the county level government in the preferential policy execution path.
