The Research Of Government Supportive Policies For Small&Medium-sized High Technology Enterprises

In recent years, China still maintained a good momentum of economicdevelopment although the international economic situation is complex. It cannotbe ignored that small and medium-sized high-tech enterprises take a huge role inpromoting China economic growth. On the other hand, these enterprises are theimportant sources in country scientific&technological innovation. They alsomake a great effort to cultivate the high and new technology industries in China.But at the same time, the growth environment of these enterprises is not perfect,therefore, most of them cannot survive for a long time.In order to encourage these enterprises play more important role in thedevelopment of China economic and technology, it’s necessary to researchseveral kinds of supportive polices for the small and medium-sized high-techenterprises, enable them enough vitality, R&D capabilities and continuedgrowth capacities.Considering the current situation of China small and medium-sizedhigh-tech enterprises, this paper research: 1. Introduce some theories about the government conduct and enterprisesdevelopment. Define the research content and research objectives of this paper.2. Consult relevant policies, give the definition of the China small&medium-sized high-tech enterprises. Discourse the purpose of boosting thedevelopment of these enterprises and state theory foundation for governmentsupportive policies for small&medium-sized high technology enterprises.3. From4kinds of supportive policies: national special fund, incubator, taxpolicy and law system to analysis the current supportive policies of China. Thissection is the foundation of the suggestion in this paper.4. Conduct field surveys to SZICC. Consider the development of ICindustry, analysis the operation model of SZICC. Obtain their experiences datain supporting the small&medium-sized high-tech enterprises, also theirdevelopment troubles.5. Research the supportive policies of developed country, just like USA,Japan and England. This section offers the lessons for the suggestions in thispaper.6. According to the research results, conclude the existing problems of thecurrent supportive policies, and the suggestions to improve these policies.
