Study On The Optimization Of Rural Human Settlement Environment Governance Mechanism From The Perspective Of Pluralistic Co-Governance

From the "New rural construction" proposed at the Fifth Plenary Session of the 16 th CPC Central Committee,to the "rural revitalization strategy" in the report of the 19 th CPC National Congress,and then to the "Chinese-style modernization" in the report of the 20 th CPC National Congress,the connotation of rural human settlements has undergone profound changes.From "clean village appearance" to "ecological livable" to "livable,working and beautiful countryside",all reflect the Party’s original aspiration to put the people first,its determination to improve rural living environment,and its confidence in leading the people to pursue a better life.The improvement of urban and rural living environment is closely related to the promotion of urban and rural development with Chinese characteristics and the realization of socialist modernization,and is closely related to the improvement of villagers’ sense of happiness and gain.In recent years,under the vigorous drive of the Party and the government,the governance of rural living environment has achieved good results.However,due to the differences in various factors such as human history,geography and climate in different regions,the governance of rural human settlements environment also has certain pertinence and particularity.Therefore,it is necessary to comprehensively promote the governance of rural human settlements environment based on local conditions and tailored medicine.From the perspective of pluralistic co-governance,this thesis takes L District of Shandong Province as an example to carry out relevant research.Combined with relevant governance theories and research methods,through field visits,in-depth investigation and current situation analysis of the governance mechanism of rural human settlement environment in this area are carried out.In 2009,L District of Shandong Province made every effort to carry out the work of human settlement environment improvement.After more than ten years of practice,the governance mechanism of rural human settlement environment in L District was established in the actual work,which was composed of four sub-mechanisms,namely,government supervision mechanism,enterprise support mechanism,villager participation mechanism and social organization support mechanism, and the "experience of L District" with dissemination and reference was accumulated.It provides support and guarantee for promoting the governance of rural human settlement environment.The author makes a detailed analysis from the generation and practice of the governance mechanism of rural human settlement environment in District L.Then,on the basis of relevant government documents and literature research,the indicators for evaluating the implementation effect of the rural human settlement environment governance mechanism in District L are scientifically selected,the index evaluation system is constructed,the evaluation model is constructed by AHP,and the relevant evaluation effect is calculated by combining the fuzzy evaluation method.Based on this,the thesis makes an in-depth analysis of the existing problems in the governance mechanism of rural human settlement environment in L District.Comprehensive analysis found that the government supervision mechanism,enterprise support mechanism,villager participation mechanism and social organization support mechanism of four aspects of the existing problems.In view of these problems,based on the theory of multiple governance and collaborative governance,this thesis proposes countermeasures and suggestions to optimize the government supervision mechanism,strengthen the enterprise support mechanism,complement the villagers’ participation mechanism and improve the social organization support mechanism.Compared with the traditional mode in terms of research content and methods,this thesis makes a certain breakthrough.Through in-depth research on the governance mechanism of rural human settlement environment,it hopes to provide some reference for the governance of rural human settlement environment.
