Research On China’s Opening Up Of The Fifth Freedom Traffic Right

As China has entered a new era of further opening up,it has become an inevitable trend to relax the control of civil aviation,which is reflected in the gradual opening up and the working arrangement of using the fifth traffic right.The successful experience of using the fifth air right to develop economy at home and abroad shows that the opening of the fifth air right route can promote the development of urban aviation economy and logistics,which has huge economic value behind.China’s air transport industry is moving towards internationalization and the exchange of air rights is becoming more and more frequent.China’s demand for the fifth navigation right has become a demand for route network,rather than just opening a single route or linear route.The fifth traffic right has become a powerful tool for large airlines to open up route network,and it is also one of the most advantageous tools for aviation hubs to increase traffic volume.Some Chinese cities are working to establish hub status under the fifth traffic right granted by the Civil Aviation Administration of China.Some cities in China have opened the fifth navigation right and achieved remarkable results,such as Xi ’an,Zhengzhou,Beijing,Haikou,Chengdu,etc.These cities have actually taken advantage of the fifth right and opened the fifth right route,but some cities,such as Shijiazhuang,have not transformed this privilege into the fifth right route.In the 14 th Five-year Civil Aviation Development Plan issued by the Civil Aviation Administration of China,it is proposed to improve the level of openness of international air transport services.Therefore,many pilot free trade zones have been launched,providing different tasks for foreign economic cooperation on the basis of institutional innovation.Some of the cities in these free trade zones were chosen to develop their local economies through fifth navigation rights.China（Hebei）Pilot Free Trade Zone（Zhengding Area）is the key to the economic development of shijiazhuang,hebei Province through the construction of an aviation hub.In order to build a high-standard and high-quality pilot free trade zone,China（Hebei）Pilot Free Trade Zone plans to promote trade transformation and upgrading,and build an important international trade logistics hub.In the external negotiations,we will actively strive to implement the fifth right route.It can also be seen that national policy plays an important role in China’s opening-up and the development of foreign economy by using the fifth navigation right.In addition to the introduction,the article is divided into four parts.The first part mainly introduces the meaning of the fifth navigation right,its background,the nature of the fifth navigation right and the classification of its exercise.The second part lists the ways of exchange of the fifth navigation right in various countries and summarizes and analyzes the successful experience of opening the fifth navigation right abroad.The third part mainly analyzes the advantages and disadvantages of China’s exchange of the fifth navigation right under the policy control,lists the achievements of the opening of the fifth navigation right in China,and also analyzes the obstacles of the opening of the domestic reality.The fourth part puts forward some suggestions for the shortcomings in the opening and utilization of the fifth traffic right mentioned in the third part.Through comparison and analysis,the paper draws a conclusion that the benefits of expanding the opening of the fifth navigation right outweigh the disadvantages,and it is the only way to transform the fifth navigation right into practical benefits to solve the existing problems in the opening of the navigation right.The study on the opening and utilization of the fifth navigation right is of great significance to the introduction of competition,the promotion of the healthy development of China’s civil aviation industry,the acceleration of national economic construction and the realization of the strategic goal of building a well-off society in an all-round way.
