Research On The Dilemma And Countermeasures Of Social Forces Participating In Tourism Governance Of Mount Tai Scenic Spot

Tourism is an important strategic pillar industry in China.Especially after global tourism has become a national strategy,tourism governance needs the joint participation of multiple subjects,and the participation of social forces in tourism governance is inevitable.Mount Tai scenic spot is one of the most famous scenic spots in China.The local government takes Mount Tai as the core and actively explores a new path of tourism governance reform.Under the leadership of the government,social organizations,enterprises and citizens have participated in the reform process.However,the cooperation dilemma,resource sharing dilemma,trust dilemma and goal recognition dilemma among various subjects make the effect of social forces’ participation not play effectively.To solve these difficulties,it is necessary to form a governance pattern of "government leadership,departmental coordination and extensive participation of social forces",realize the cooperative governance of government and social forces,improve governance capacity and governance efficiency.Therefore,this paper takes the tourism governance of Mount Tai scenic spot as a case study,comprehensively analyzes the current situation of social forces participating in the governance of Mount Tai scenic spot,and combs out the characteristics of instrumental participation of social organizations,exploratory participation of enterprises and symbolic participation of citizens.Then it analyzes that there are four dilemmas in the participation of social forces in the tourism governance of Mount Tai scenic spot,mainly including the dilemma of cooperation between the government and social forces,the dilemma of resource sharing,the dilemma of trust and the dilemma of target identification between subjects.The dilemma is mainly caused by the inaccurate positioning of government functions,the limited ability of social forces,the imperfect security system of orderly participation of social forces and the imperfect supervision mechanism of participation of social forces.On this basis,this paper puts forward the countermeasures to solve the dilemma: first,we should give full play to the leading role of the government,eliminate the idea of "official standard",promote the establishment of a service-oriented government,and build a good cooperative relationship between various functional departments and social forces;Second,we should enhance the cooperation ability of social forces,strengthen target recognition,and cultivate the "public" attribute of social organizations,corporate social responsibility and citizens’ "public spirit";Third,we should improve the system construction of orderly participation of social forces,promote the legalization process of tourism development and reform,and formulate and improve the supporting system of participation of social forces according to local conditions;Fourth,we should improve the assessment and evaluation mechanism,accountability mechanism and internal supervision mechanism of social organizations to realize the effective supervision of the government over social forces.
