With the rapid development of tourism in minority regions,tourism industry is more and moreimportant for the role of promoting economic and social development in ethnic minority areas, residents ofthe community participation in tourism development in minority areas has become an important way to theminority population employment, the prosperity of the national culture and improve the environment, toachieve national regional tourism economy sustainable development. Tianshan Tianchi scenic area is one ofthe most well-known Xinjiang scenic area, scenic areas within the native to the residents of all ethnicgroups in. After years of development, between Tianshan Tianchi scenic area and the local residents havebecome closely linked community. So, how to local residents to participate in the tourism development ofscenic spot? This article through the questionnaire survey and interviews, obtained a large number offirst-hand information, analyzes the factors of characteristics,Tianshan Tianchi scenic area threeriver in rural community participation in tourism development and its influence, and finally promotethe Tianshan Tianchi scenic area three river Kazak township residents to participate fully in the tourismdevelopment proposals, to ensure that the community residents can comprehensive participation in thedevelopment of tourism economy, directly or indirectly to obtain economic benefits, guarantee san gongRiver town ethnic tourism economy sustainable development.This paper includes six chapters. The introduction partintroduces the research background andsignificance,related research achievements at home and abroad were reviewed, the research basisand theory. The first chapter from the general situation of study area, analysis of the current developmentsituation, development conditions of tourism; the second chapter from the community perspective onthe three industry and township residents participation in tourism development situation has carried on thequestionnaire survey, interviews and analysis of the status quo, Tianshan Tianchi scenic spot three river ofKazakh nationality township community residents to participate in tourism the perspective; Chapter thirdanalyzes the problems and factors of Tianshan Tianchi scenic area three river Kazak Township CommunityResidents Participation in tourism development; the fourth chapter puts forward the Tianshan Tianchiscenic area san gong river Kazak Township community residents to participate fully inthe tourism development measures; the last chapter puts forward the research conclusions of this thesis, thedifficulties and problems, and the research prospect.The study found that the san gong River town Kazak residents to participate in tourism number, ahigher degree of participation, respondents to the development of the tourism industry a positiveattitude, participation stage for organizations to participate in the stage, better overall results in. But thereare also some problems,mainly in: the contents of a single, not enough depth,participation is mainly in theform of individual independent operation, no outstanding theme, residents blindly pursue economicinterests, not to understand the essence of national tourism; residents’ democratic consciousness isweak; education and training content is not congruent. Look on the whole, the three industry and township residents participation in tourism potential is relatively large, can promote the local nationaleconomicimprovement, speeding up the development of ethnic minority areas of economic and socialundertakings. In view of the above problems, the article proposes some suggestions: communityparticipation and set up effective mechanism, enrich tourism products, strengthen tourism marketingstrategy; using the national tourism,participation content diversity characteristic design project; improvethe residents to participate in cultural literacy, to realize their participation in tourism can not be blindto obtain the economic benefit, social benefit is more important; the government and enterprises shouldstrengthen the training, enhance people’s democratic consciousness; community residents preferred sharetourism income; at the same time, the government should also through administrative means, strengthenmanagement, guarantee the priority of residents to participate in, to prevent vicious competition betweenindividuals, to ensure that the community residents can fully participate in the tourism development, candirectly or indirectly obtain economic benefits, to promote the sustainable development of thethree industry and township tourism economy, provide relevant reference for the tourism destination issimilar to that of community participation in tourism development.
