| Organization form is the manifestation pattern of an organization in specific time and space.It evolves as time and space changes,and each has its own features.The modernization of organization form entails the changes of both time form and spatial form.The primary-level public security departments play a key and essential role in social security,and they are also the bases of public security work.Modernizing the organization form of the primary-level public security departments is a necessary part of achieving the modernization of China’s system and capacity for governance.Hence,it is of great significance to review the modernization process of primary-level public security departments and analyse its fruits and logic so as to put forward effective measures that can be used to further promote the modernization of primary-level public security departments and public security work.This thesis is divided into four parts.In the first part,the author elaborates on the definitions of organization form,primary-level public security departments.This part also explains why it is necessary and effective to study the modernization of organization form using the Systematic Contingency Organization Theory as the theoretical framework.In the second part,based on the different social circumstances and from a systematic perspective,the author divides the modernization process of primary-level public security since the founding of the People’s Republic of China into three phases: preliminary phase（1949-1978）,deepening phase（1979-2012）,and transformation phase（since 2013）.The development of organization form modernization at each stage is influenced by the political,economic,social,cultural,and technological circumstances of the times,therefore,the guidelines,mechanisms,systems and methods display continuity and logicality.The author then analyzes each phase from the aspects of motives and features.In the third part,by evaluating the measures that the public security departments across the country have taken,the author summarizes some areas that still need to be improved,such as guidelines,systems,mechanisms and methods.In the final part,the author concludes the tasks that the public security departments are faced with to accelerate the transformation.Accordingly,the author also comes up with a series of measures to promote the modernization of organization form,including adopting new approaches,improving the system,optimizing the mechanism,creating a platform-based organization and introducing information technologies. |
