Research On The Implementation Of Priority Policy For Police In Grass-roots Public Security Organs

The report of the Nineteenth National Congress of the Communist Party of China pointed out that the main contradiction in our country has been transformed into the contradiction between the people's growing need for a better life and the unbalanced and inadequate development.Under the leadership of our Party,how to adhere to the socialist system with Chinese characteristics,and ultimately achieve the ultimate goal of modernization of the state governance system and governance capacity,only by adhering to the road of governing the country by law.Among them,the construction of the rule of law team has become a key link.Because of its own particularity,the public security organs,on the one hand,bear the administrative functions of maintaining social stability,and on the other hand,bear the judicial functions of combating crime.It should not only impose administrative penalties on illegal acts,but also undertake the investigative function of combating crimes.It can be said that the public security police play a key and fundamental role in the construction of the rule of law in our country.Therefore,how to improve the police's political awareness and position through political learning,improve professional quality through professional training,and forge our public security team into a new era of law enforcement Iron Army has become an urgent problem to be solved.At present,the reform of the state administrative system has entered the deep water area,and the public security reform has entered the countdown,requiring that it be basically completed by the end of March this year.The purpose of the reform is to build a more efficient and honest team of the rule of law.Among them,how to be warmhearted,benefit police students and let all police support reform is the basic requirement and fundamental guarantee of our public security reform.The state attaches great importance to the construction of the public security team and has issued a lot of policies for the benefit of the police.However,the grass-roots police in many places have not enjoyed the dividends of the policy.The phrase "giving preferential treatment to police" has become a mantra of many policemen,so that they hold an indifferent or even irrelevant attitude towards the reform of public security,which greatly damages the credibility of the country and the original intention of the reform.This paper tries to analyze the causes of these phenomena from the point of view of management,starting from the problems arising from the implementation of preferential policing policies by the most grass-roots public security organs.
