Research On The Reform Of The Communist Youth League At The Grass-roots Level In The New Era

Since the birth of the Communist Youth League in 1922,the Communist Youth League has faced different challenges in different periods of social change in the course of more than 90 years.In order to adapt to the development trend of the times,and to keep pace with the youth,the Communist Youth League has been constantly reforming itself and developing itself.The reform of the Communist Youth League has always been on the way.In October 2017,the Nineteenth National Congress of the Communist Party of China put forward an important political judgment that socialism with Chinese characteristics has entered a new era,declared that the stage of social development in China has officially entered a new era,and put forward new requirements and hopes for the work of the Communist Youth League.In June 2018,the 18 th National Congress of the League Central Committee put forward new requirements for the work of the Communist Youth League in the new era,pointing out the direction for the reform of the grass-roots Communist Youth League in the new era.This paper is a case study of the reform of grass-roots Communist Youth League organizations under the background of the 18 th National Congress of the League Central Committee.The purpose and significance of this study are mainly from two aspects: one is to provide a new research perspective for the reform of the Communist Youth League,further highlighting the role of the grass-roots Communist Youth League in participating in social governance;the other is to explore the reform path of the grass-roots Communist Youth League,which will provide some guidance for the reform practice of other grass-roots organizations in the future.Through the study of the reform of the grass-roots Communist Youth League,this paper explores how to highlight the role of grass-roots Communist Youth League organizations in social governance,which is also the innovation of this paper: the innovation of research perspective.Based on the working experience and learning theory of the Communist Youth League in towns and villages under the jurisdiction of Jining City,the author chooses the reform of grass-roots Communist Youth League in X Town as the research object by using the methods of literature analysis,case analysis and questionnaire survey.Through on-the-spot investigation of the reform measures taken by the Communist Youth League of X Town at the present stage,such as the construction of grass-roots League organizations,the training of League cadres,the enhancement of the vitality of League organizations,theintegration of the resources of League activities and the establishment of League activity positions,the grass-roots League organizations are gradually firm,the cohesion of League organizations is obviously enhanced,and the progressiveness of League members and youth is becoming increasingly prominent.While seeing the achievements of the reform of the grass-roots Communist Youth League,we should clearly realize that the current achievements of the reform of the grass-roots Communist Youth League are only preliminary and phased,and there are still many inconsistencies with the requirements of the new era.The League organization is seriously administrated,its ideological guidance is not solid,its performance resources are insufficient and its path is ordinary,its participation in social governance is not significant,and its youth rights protection is insufficient.On the basis of finding out the problems,the causes of the problems are that there are blind areas in the coverage network of League organizations,the quality of League cadres needs to be improved,the autonomy of youth groups is strengthened,some League work is eager to achieve success,and the role of school league organizations is ineffective.On the basis of finding out the reasons,we should combine the reform of grass-roots Communist Youth League in the new era with the reform of grass-roots government institutions,find out the space for the withdrawal of government after decentralization and the joint point in the work field of the Communist Youth League,make up for the market and the government's blank details and human nature in social governance according to local conditions,and explore the appropriate path for grass-roots Communist Youth League organizations to participate in social governance in the new era,so We will carry out the self-revolution of the Communist Youth League and better promote the modernization of the state governance system and governance capacity.
