| Poverty alleviation and immigration is one of the important measures taken by the state to promote the national targeted poverty alleviation strategy.The governance of poverty alleviation immigrant communities is not only related to the consolidation of poverty alleviation achievements,but also related to the overall goal of comprehensively deepening the national reform.How to do a good job in the resettlement of poverty alleviation immigrant communities and how to form better governance in such kind of communities deserves attention and research of the academic community.This paper takes the joint construction community of three villages,town B,T County,Jilin Province as an example to have a quantitative analyze of the operation of various dimensions of social capital in the practice of environmental governance,and analyze whether these factors will affect residents’ participation in environmental governance.The research found that social trust,reciprocity and participation networks have a positive impact on governance willingness and behavior to participate in environmental governance,which means that revitalizing the social capital of poverty alleviation immigrant communities is an effective way to improve the overall level of participation of residents in such communities.However,the statistical analysis results also show that the poverty alleviation immigrant community is still weak in the expansion of trust scope,the publicity and education of formal norms,and the residents’ participation in the formulation of environmental norms.According to the quantitative results,this paper further analyzes the reasons,discusses and summarizes the experience and problems of residents’ participation in environmental governance in poverty alleviation immigrant communities under the influence of social capital after moving into the new building.The role of township sages is prominent,and "love supermarket" promotes the formation of informal norms in the community by promoting generation control.However,there are trust barriers among residents who originally belong to different villages in the community.Village cadres lack publicity and education on formal environmental norms,and a stable participation network has not been established,and the operation of social capital in the whole community is passive.The experience is worthy of learning,and the problems also need to be solved urgently.This study believes that we should put emphasis on residents’ needs,ability and community social conditions as the prerequisite to stimulate the vitality of social capital,condense residents’ spiritual consensus,strengthen residents’ recognition of the reciprocal norms of environmental governance,gradually build a deep interactive participation network in order,build a normalized interaction platform between cadres and the masses,and actively return some community affairs to residents.Using the increasingly mature social capital to promote the improvement of residents’ willingness and ability to participate in environmental governance,and then striving to make the poverty alleviation immigrant communities achieve more mature and sustainable governance. |
