Research On The Participation Of Residents In Rural Community Governance In The New Era

In the new era of rural community governance,resident participation is the residents' equal participation in the management of community public affairs,which affects the behavior of public affairs decision-making activities.The participation of residents in community governance is an important means to realize the modernization of community governance,which is conducive to the integration of community residents in community construction,enhances the sense of belonging of community residents,and thus enhances the capacity of community governance.The Fourth Plenary Session of the Nineteenth Central Committee emphasized the diversification of governance subjects and established a new era of community governance system.As an important subject of rural community governance,rural residents should fully play their role in community governance.How to mobilize the enthusiasm of residents to participate in the governance of rural communities,improve the participation capacity of residents,and increase the happiness and satisfaction of residents is a problem that needs to be solved.A survey based on the example of Tangzhang Town in Xuzhou City found that the participation of residents in rural community governance has achieved some positive results,including raising the awareness of residents' participation,promoting the harmony of rural communities,initially forming a mechanism for residents' participation,and expanding the participation of residents.Talent base;but there are still many problems,such as insufficient participation capacity of residents,insufficient internal drive for participation of residents,single content of participation of residents,unsmooth channels of participation of residents,low degree of organization of participation of residents etc.The main reasons for these problems are:One is the relatively lack of talents for rural community participation;the second is the administration of villagers' self-government organizations;the third is the imperfection of the residents' participation system and mechanism;the fourth is the low stock of rural social capital;the fifth is the weak self-organization development capacity of the community.In view of the existing problems and reasons,drawing on the beneficial experience at home and abroad,the countermeasures to improve the participation of residents in rural community governance are: strengthening the participation awareness of residents and enhancing the participation capacity of residents;Participate in the legal system and improve the residents' participation mechanism;cultivate rural community capital and stimulate residents' participation ininitiative;accelerate community self-organization development and increase the degree of organization of residents' participation.There are 9 figures,3 tables and 71 references in this paper.
