Strengthening and innovating grassroots social governance is an important part of modernizing the national governance system and national governance capacity.Residents’ participation in grassroots social governance is an important guarantee for stimulating social subjectivity and achieving people’s democracy throughout the process.Communities are the basic unit of grassroots social governance,and residents’ participation in community governance is an important aspect of building national governance capacity.Since the 18 th National Congress of the Communist Party of China,community governance has become a hot topic in the political and academic circles.The benign interaction between government governance,social self-regulation,and residents’ autonomy has become an endogenous requirement of community governance.Adhering to relying on residents and organizing residents to participate in community governance in an orderly manner according to law has become an inherent requirement of community governance.In the process of urbanization,cities with a typical development model of land finance have spawned a large number of demolition and resettlement communities to meet the needs of urban development.However,due to the complex composition of community residents,significant differences in cultural habits,significant social class gaps,and weak public service supply,there is a significant tension between the governance capacity of demolition and resettlement communities and their own needs,The governance rules of demolition and resettlement communities and traditional urban communities present very different practical patterns.Improving and enhancing the governance capacity of the resettlement community has become an urgent need.The trust,norms,and citizen participation networks emphasized by social capital are highly compatible with the rules of the endogenous development of communities,providing an appropriate analytical perspective for deconstructing the current governance issues of demolition and resettlement communities.Looking at the practical landscape of residents’ participation in governance in demolition and resettlement communities from the perspective of social capital can provide a more accurate and indepth understanding of the shape and structure of demolition and resettlement communities in the process of urbanization,enrich the analytical perspective of academic research on demolition and resettlement community governance,and provide an intellectual foundation for the orderly advancement of demolition and resettlement community governance in the process of urbanization.Under the above background,this study focuses on the issue of residents’ participation in community governance through social capital perspective,uses quantitative methods to analyze the stock of social capital in the community and the current situation of residents’ participation in community governance,uses multiple regression analysis methods to explore the relationship between the two,and proposes policy recommendations to promote residents’ participation in community governance and improve and enhance the governance capacity of resettlement communities.In order to deeply understand the current situation of residents’ social capital and participation in community governance in the demolition and resettlement community,this study is guided by social capital theory and governance theory,and uses questionnaire survey and in-depth interview methods to collect data in the X demolition and resettlement community in Tianjin.Using factor analysis,social capital is divided into social trust,social network,reciprocal norms,and community sense of belonging.Residents’ participation is divided into political participation,economic participation Measure social participation and cultural participation,further analyze the current situation of residents’ participation in community governance in demolition and resettlement,and use multiple regression analysis to construct an impact model of social capital on residents’ participation in community governance.The study found that social capital has a positive correlation with residents’ participation behavior and willingness to participate,while social trust,social networks,reciprocal norms,and community belonging have a positive correlation with residents’ participation behavior and willingness to participate.However,there are some problems in the resettlement community,such as lack of community trust,weak awareness of residents’ participation,imperfect social networks in the community,blocked channels for residents’ participation,unclear norms of community reciprocity,loss of motivation for residents’ participation,weak sense of community belonging,and weak emotions for residents’ participation.Based on the above analysis results,in order to enhance the social capital stock of residents in the demolition and resettlement community,improve residents’ participation,and improve and strengthen the governance capacity of the demolition and resettlement community.This study proposes the following policy recommendations: First,strengthen the communication between residents and community organizations,remove barriers to trust,and enhance residents’ participation enthusiasm.Secondly,build an information platform to strengthen horizontal and vertical participation networks and expand resident participation channels.Third,optimize the external environment,clarify community norms,establish incentive and punishment mechanisms,clarify rules and regulations within the community,promote residents to participate in the formulation of community rules and regulations,and make good use of the original reciprocal normative foundation of the demolition and resettlement community.Fourth,create community public space,pay attention to residents’ needs,enhance the sense of community belonging,and enhance residents’ awareness of participation.
