Since the 1990 s,the aging process in China has accelerated.China entered a mild aging society in 2000 and the population aged 65 and above exceeded 200 million for the first time by the end of 2021,transforming from a mild aging society to a moderate aging society.Based on the rapidly developing trend of population aging,the Chinese government attaches great importance to solving the problem of population aging,and actively develops undertakings for the elderly.On the one hand,the endowment insurance system and medical insurance system including the elderly have been established to guarantee the basic life of the elderly.On the other hand,we will also accelerate the development of elderly care services to meet the growing needs of the elderly at different levels.As a tool for the construction and operation of old-age care real estate projects,PPP model has gradually attracted the attention of the public sector.However,all aspects of PPP old-age real estate projects are not mature,the number of projects is small,the landing rate is not high,and the development speed is slow.In order to ensure the smooth landing of PPP pension real estate projects and promote the development of pension service,it is of great significance to analyze and study the successful path of PPP pension real estate projects.This paper takes PPP endowment real estate project as the research object and mainly uses fuzzy-set qualitative comparative analysis method to explore the combination of antecedent conditions that affect the landing situation of PPP endowment real estate project.First of all,this paper,the factors to the success of the PPP endowment real estate project were summarized and recognition,using the method of questionnaire survey,the average analysis,determine the PPP endowment real estate project five key success factors,namely the government policy support energetically,reasonable government compensation mechanism,government departments,good reputation,meet the demand of the public interest and endowment,reasonable allocation of risks.Secondly,this paper takes 50 PPP old-age real estate projects as samples,takes 5 critical success factors as conditional variables,uses fs QCA3.0software for qualitative comparative analysis,and explores the synergy of multiple factors from the perspective of the overall relationship.The analysis results show that a single factor cannot be a necessary condition,and four configurations affecting the implementation of PPP old-age real estate projects are obtained.Finally,combined with the actual situation and theoretical knowledge,the obtained configuration results are analyzed,and four combination paths are proposed to promote the success of PPP oldage real estate projects: policy-driven,just oriented,demand-oriented and compensation incentive combination paths.At the same time,from the perspective of the government,put forward corresponding suggestions according to the key success factors and success paths,so as to promote the development of PPP pension real estate project.
