| Education is the foundation of a nation.It is the basic of the country’s prosperity.Doing a good job in education is the basic tasks of the government.In 2019,the Opinions of the CPC Central Committee and The State Council on Deepening Education and Teaching Reform and Comprehensively Improving the Quality of Compulsory Education put forward the education policy of "wu yu bing ju".The government of Chengdu Longquanyi District,in order to solve the problems of low academic level,the gap between education development and the rapid improvement of urban energy level,took the reform of "wu yu bing ju" as the starting point,and became the first experimental area of "wu yu bing ju" in China.In recent years,Longquanyi District of Chengdu has taken a variety of measures to promote the simultaneous promotion of "wu yu bing ju" and has achieved good results,which are very typical and representative.This is the main reason why this thesis chooses it as the object of study.This research firstly summarizes the inevitability and significance of regional education reform and research the reform’s value from vertical and horizontal directions.Then through the team construction,mechanism construction,collaborative governance in our country and the existing problems in regional practice to sort out,illustrate the Longquanyi district of Chengdu "wu yu bing ju" reform of the typical.Then,this part describe the current situation of Longquan’s education reform with literature reseach method,interview and so on.The author preliminarily studied and concluded that the important factors for the success of education reform are the government-led team training chain,government-led mechanism construction and government-led collaborative governance.Using the theory of incentive theory,system theory,whole government theory and collaborative governance theory to analyze these three factors from three aspects: practice,rationality and typical experience,further in-depth analysis of the government’s operating logic,mining its operating logic can achieve results under the root cause.This study holds that only when the government attaches importance to education,actively leads and grasses the three factors of team chain construction,mechanism construction and collaborative governance,can the reform of "wu yu bing ju" be promoted smoothly.This study has provided a reference for the implementation of education development in counties(districts). |
