Research On The Construction Of Emergency Linkage Mechanism Of Local Government Departments Based On Collaborative Governance Theory

Grassroots local governments are the "nerve endings" of national governance and the executors of the strategic goals of the Party and the country.They play a very important and key role in the national governance system and play an irreplaceable role in promoting the modernization of national governance system and government capacity,and directly determine the overall effect of the entire social governance.Emergency management is a vital work content of local government,and its management efficiency is directly related to the health and life safety of the broad masses of people as well as the development and stability of national economy and society.In recent years,with the complex changes of economic and social situations at home and abroad,more and more high requirements have been put forward for local governments to coordinate all aspects of forces to do a good job in emergency management.In this institutional reform,emergency management departments were established from the central to local authorities.By integrating 13 responsibilities of 11 departments,the comprehensive management and whole-process management of emergency management were initially realized,and emergency management system architecture with Chinese characteristics in the new era was gradually taking shape.At grassroots local government level,however,due to the reasons of subjective or objective,in the department of emergency linkage mechanism construction,there are disaster prevention and relief integrated operation mechanism is not smooth,departmental emergency linkage supervision mechanism is not flexible,departmental emergency linkage information sharing mechanism is not optimized,departmental emergency linkage material support mechanism is not perfect and so on,restricted the local government emergency management comprehensive efficiency further play.Based on this background,this paper takes Xiangyang City in Hubei Province as an example,to perform emergency management functions of government departments in the city as the research subject,and discusses the concept and meaning of emergency management and collaborative governance theory through literature analysis,research and interview,comparative analysis and other research methods,and analyzes the application and development of collaborative governance theory in the field of emergency management.On this basis,by analyzing the effect factors of the construction of the emergency linkage mechanism,this study sets up the research framework.Based on the dimensions of emergency response linkage mechanism construction between local government emergency management departments and non-subordinate government departments at the same level,this paper focuses on the current situation of emergency linkage mechanism construction of xiangyang municipal government departments,analyzed the existing main problems and reasons,in the full absorption and reference to the United States and Japan department emergency linkage mechanism construction,on the basis of advanced experience,combining the reality of our country grass-roots work,with the help of the collaborative governance theory form the "unifying grass-roots emergency targets to improve the efficiency of collaborative;improve the emergency legal rules at the grass-roots level and strengthen the legal foundation;clarify the emergency rights and responsibilities of grassroots departments to form joint management force;unimpeded emergency information channels at the grass-roots level to enhance decision-making ability;optimize emergency resources at the grass-roots level to enhance the support capability" and so on five aspects to promote and perfect our country local government departments suggestions of the construction of the emergency linkage mechanism,in order to continuously explore the new mechanism of local government emergency management with Chinese characteristics in line with China’s national conditions.
