A Case Study Of Talent Team Construction In The Rural Revitalization Process Of Chengdu’s Pidu District

The second critical period of build a well-off society in an all-round way,accurately grasp the "three rural" work new historical orientation,In keeping with the two centenary goals and the happy life of hundreds of millions of farmers,the 19 th National Congress of the CPC made an important decision on implementing the rural revitalization strategy,making rural development an important focus of our work related to agriculture,rural areas and farmers in the new era.The implementation of rural revitalization strategy should be based on promoting the modernization of rural talents,and then realize social modernization.Promoting the training of rural talents is an important measure to promote rural economic development.It is also an important force to promote the construction of new countryside..General Secretary Xi Jinping has stressed many times that to revitalize rural areas,the key is to vigorously develop talents and promote the construction of rural talents..By combining theory and practice,thesis conducts an in-depth study on cases of talent team construction in the process of rural revitalization in Chengdu’s Pidu district.Firstly,a literature review is conducted on rural talents.On the one hand,through multi-channel literature review,analysis,sorting,summary of theoretical research and case study results on rural talents at home and abroad,and the rural talent revitalization,talent team construction and other core concepts are defined..On the other hand,using methods such as field research and interviews,in-depth visits to communities of Tangchang town and Ande Town and other Pidu villages are conducted with township staff and local villagers for one-to-one interviews,detailing the development history,main practices,achievements and follow-up development ideas of rural talent promotion in Pidu district.Thesis summarizes and analyzes the internal connections among three frameworks that are people-centered to boost the demand for rural Pidu talents,promote the cultivation of rural Pidu talents,improve resources to motivate Pidu rural talents,and guarantee Pidu rural talentsBy conducts a case study of talent team construction in the process of rural revitalization in Chengdu’s Pidu district,Thesis gives the following three inspirations.Firstly,under the guidance of people-oriented thinking,Improve the professional service level of the demand list of attracting rural talents through humanized service and improve the working mechanism,and improve the quality of public service of departments,so as to promote the modernization of rural governance and enhance the endogenous impetus for rural revitalization.Secondly,based on the collaborative governance theory,through exploring the "rural skills training mode","master residency development model will approach to innovation,the government,the villagers,social organizations,and other functions of multiple subject clear their respective responsibilities,mutual coordination and fully stimulate vitality,plural prompted talent hing village,more high quality and efficiency,achieve Pidu district demonstration.Thirdly,based on resource optimization layout,this is an incentive system for guaranteeing rural talents in Pidu district,inspiring talents to start businesses for rural sustainable development.Pidu district is constantly optimizing the development environment,studying and developing a scientific talent management system and effective incentive mechanism,so that talents can live in peace and start businesses at ease.The research conclusion of thesis has practical reference significance for other areas in China to strengthen the support of rural talents and boost the overall rural revitalization.
