Agriculture,rural areas,and farmers were elevated to a high priority in the Party's work when the CPC Central Committee proposed a rustic revitalization plan in the report to the 19 th CPC National Congress.Since 2004,the No.1 central document on agriculture,rural areas and farmers has been issued for 18 consecutive years.If rural areas are to break through the current development path and achieve revitalization,they must be talent-driven.Domestic scholars have been conducting theoretical research and providing practical guidance on developing rural talent teams for a long time,with positive results.However,several issues are still to be resolved in China's rural talent pool,including a “shortage of rural service talents” and a severe aging crisis.There are a small number of experienced farmers with specialized expertise and skills,education levels are poor,and the youth reserve force is insufficient.The current shortage of high-tech talent cannot meet the urgent need for high-tech talent in emerging industries and new business ways in towns and villages.The rural talent team did not play a part in managing rural talent,resulting in human capital loss.As a result,to ensure the smooth implementation of rural revitalization,a well-structured,good team of rural skills who understand agriculture and love farmers must be cultivated to provide strong talent support for rural regeneration.In this regard,this paper uses Lancun Town in Jimo District as the research object,analyzes relevant statistical data,combines Lancun Town's economic and social development situation,and provides a systematic analysis and summary of concrete measures for the development of three types of talent teams: social service talents,rural practical talents,and township high-tech talent.Starting from the status quo,the study was conducted using orchid's experience in Linyi,Xiaoshan district,Hangzhou county,Zhejiang province.According to a related human capital theory,the number of rural talent teams is decreasing,resulting in a structural disparity and management failing to achieve the desired role.And so on major problems and restricting factors to grind machine as well,the analysis reason,using the experience of orchid,Linyi,Xiaoshan district,Innovative proposed “lead,Yukon,tubes,and with” five integrated combinations of suitable for the primary mode of rural talent team construction,providing construction optimization clustering to institutional supply,improving quality policies and initiatives,perfecting assessment incentive system,creating a statue to environment atmosphere,and promoting Shi Cai platform solutions.
