| Since the 21 st century,Constant innovation in the age of information technology,The network society presents the tendency which develops to the depth degree.Once the outbreak of public health emergencies,accompanied by a variety of rumors rampant breeding,especially online rumors occupy a major position.The government at all levels in the governance of public health emergencies at the same time,the governance of online rumors should also receive further attention.Therefore,this thesis discusses the factors that influence the effect of government response to Internet rumors of public health emergencies and the internal logic relationship between them.Based on Government response theory",“Crisis governance theory”,“Political communication theory”,this thesis expounds the core variables of public health emergencies,Internet rumors,government response,etc.,take “COVID-19”in 2020 as an example to study the factors influencing the effect of government response.Using case analysis method,40 cases of online rumors were collected from the platform of refuting rumors,according to the information of rumors disclosed by the cases and the refuting responses of governments and public organizations at all levels,six variables were set up,including the target of rumor,the degree of influence,the time limit,the channel,the aim and the level of government.Using the method of qualitative comparison and analysis of Fuzzy sets,this thesis discusses the influencing factors of government response and the different combination paths of the influencing factors.The conclusions are as follows:（1）the effect of government response lies in the channel of refuting rumors,and the improvement of government response depends on the channel of refuting rumors.（2）based on the method of qualitative comparison and analysis of fuzzy sets,the influence factors are combined from different angles,the results show that each condition configuration path has strong consistency,which proves that the effect of government response is affected by many factors.（3）based on the factors influencing the effect of government response to Internet rumors,this thesis further analyzes all the paths,including five configurations and seven paths.Based on this,this thesis puts forward some corresponding suggestions,including strengthening cooperation with Internet media,improving the pertinence of refuting rumors,encouraging the participation of multiple subjects,perfecting the government information communication system,and strengthening the control of rumors.So it provides the reference value for the government to effectively deal with and scientifically govern the network rumor of public crisis and improve the basic model of governments public crisis response. |
