Study On The Early Warning Of Emergency Management In Hebei Province

Entering the new century, the countries in the world suffered series of crises, such asthe India Ocean tsunami and the "9·11"event in the USA. China has also entered the crisisperiod, for example, the serious earthquake in Wenchuan and Yushu, and the oil leakage inDalian. All these events prove the crisis has become a part of our life, and emergencymanagement has also become an unavoidable problem to our government. While theprevention is the best ways in solving crisis, the establishment of early warningmechanism can effectively improve the rapid response capability of emergency solving,and can fundamentally prevent crisis formation and eruption. This article mainly focusingon the early warning of emergency management in Hebei Province, and the main researchcontents are as follows:First, the study object and relative theories have been clearly defined. This article hasa clear definition about emergency management, and draws lessons from the domestic andforeign results, so as to understand the importance of the early warning mechanism, usingtheories of emergency management and early warning as theoretical and support.Second, this article introduces the current situation of the early warning mechanismin Hebei Province, at the same time it has also introduced the early warning mechanism inthe USA and Japan, so as to provide basic facts to the evaluation indexes of the earlywarning mechanism.Third, it evaluates mechanism of the early warning of Hebei Province. Using AHP todetermine the evaluation index weight coefficient of different levels of evaluation indexes,and using grey evaluation method for early warning mechanism evaluation, it analyses theshortcomings and deficiencies of the emergency early warning mechanism.Finally, this article put forward the countermeasure and advice to enhance the earlywarning mechanism, help the government to effectively solve crisis events, and contributeto improve the ability of emergency management of government.
