Research On The Construction Of Wanghai Smart Community Based On The National Grass-roots Governance Reform

Along with the country basic unit governance reform unceasing advancement,the construction of “smart cities” and “smart communities” has received further attention.At present,emerging technology industries such as Internet technology,Internet of things engineering,information management systems,and cloud services are increasingly converging,further creating favorable conditions for the construction and development of smart communities.However,the construction of smart communities has been highly dependent on the input of resources and has little effect.This study thoroughly understands the origin and development of the concept of smart cities and smart communities through literature research.According to the new public service theory of Public Management Theory,multi-center theory of Urban Community Governance,Grid Governance Theory and coordinated governance theory perspective,the development process of smart communities was explored.The development process and characteristics of smart community construction in the pilot phase,fluctuation phase,push-to-connect phase,and mature phase are summarized.Then,through the field survey of the Wanghai community,they thoroughly understood and analyzed the growth process and development experience of the Wanghai community.We have found the advantages of the construction of smart communities in underdeveloped areas in terms of the integration of community ecological resources,the empowerment of grass-roots governance structures,the participation of community residents and the innovation of community service systems.And further research finds its shortcomings in terms of value orientation,service system construction,top-level design,and market supply.By horizontally comparing the experience of building smart communities in Singapore,Dubuque,USA,Hoya City,Japan and Beijing's Desheng Street,Shanghai Lujiazui,etc.,we analyze and summarize strategies that can be used to improve the construction of Wanghai's smart communities,some constructive suggestions are put forward,such as changing the working idea,focusing on the development of territorial resources,constructing multi-service system and quantitative supervision and evaluation system.Wanghai's experience in building smart communities is an important practice for urban communities to seek grassroots governancesystem reform and improve governance capabilities.This study attempts to effectively build a good ecological environment and interactive mode for smart communities through the Wanghai experience in the construction of smart communities for the less developed areas in China,with a view to contributing to the governance of grassroots communities and the construction of smart communities in the grassroots.
