Research On Andmeasurement Of The Level Of Integration Of Basic Public Services In Chengdu-chongqing Double-city Economic Circle

The construction of Chengdu Chongqing double city economic circle is a major strategic deployment made by the CPC Central Committee in 2020.It is of great significance to lead the development of western China,promote the construction of the "the Belt and Road" and the Yangtze River Economic Belt,and create a new pattern of regional development in China.Promoting the integration of basic public services and strengthening the co construction and sharing of public services in the Chengdu-Chongqing dual city economic circle is an important task in the construction of the Chengdu-Chongqing dual city economic circle,and is an important measure to solve the problem of uneven and insufficient economic and social development.Currently,the Chengdu Chongqing Double-city Economic Circle has conducted cooperation in multiple fields in basic public services such as education,medical care,social security,and public culture,and the process of integrated development is accelerating.However,there are also many difficulties and problems in this process.Overall,the level of integration of basic public services is not high,and there is still a significant gap compared to the new requirements proposed by the construction of the Double-city Economic Circle.Investigate the reasons behind this,The main reasons are the fragmentation of local government rights and resources,the fragmented administrative system,the imperfect mechanism for expressing citizens’ needs,and the insufficient application of information technology.Integrated governance emphasizes holistic operation,while focusing on citizen demand orientation,and emphasizes continuous integration of governance levels,functions,and public and private sectors through technical means.This can provide a reference and guidance for promoting the integration of basic public services in the Chengdu Chongqing dual city economic circle,with a high degree of compatibility between the two.Based on a study of basic public services,holistic governance theory,and relevant literature knowledge on the construction of the Chengdu-Chongqing dual city economic circle,this article first sorts out the basic public service integration policies and development status within the planning scope of the Chengdu-Chongqing dual city economic circle,and then selects 42 cities within the planning scope of the dual city circle as the research object,selecting basic public cultural services,basic social security and employment services,basic public education services Establish an indicator system for basic medical and health services,measure the level of basic public services in the Double-city District through entropy method,and measure the level of integration of basic public services in Sichuan and Chongqing provinces and cities using a coupling coordination degree model.It is observed that the current level of integration of basic public services in the double-city district is relatively low,and the development of various regions is not coordinated and balanced,By analyzing the existing problems in the integration of basic public services within the planning scope of the Chengdu Chongqing Double-city Economic Circle,exploring the causes of the problems,and based on the four perspectives of integration,collaboration,service,and technology of holistic governance theory,this paper proposes unified leadership planning,optimization of management mechanisms,strengthening multi-party cooperation,exploring interest coordination mechanisms,paying attention to the expression of citizens’ needs,providing basic public services that match supply and demand,and breaking technical barriers,Suggestions and countermeasures such as integrating basic public services driven by information technology.
